Upon review of your request for Water Quality Certification
to place fill material in a wetland area adjacent to a tributary
of Beaverdam Creek, we have determined that the proposed fill can
be covered by General Water Quality Certification No. 2176 issued
November 4, 1987. A copy of the General Certification is
attached. This Certification may be used in qualifying for
coverage under Corps of Engineers' Nationwide Permit No. 26.

Enclosed is the location map for the subject project which we
discussed in our telephone conversation of September 29, 1989.
We are requesting that the proposed fills be covered under the
general certification for fills above head waters and that the
Section 401 Water Quality Certification be granted. This is to
validate a proposed NWP 26 Permit to be requested from the Corps of
Engineers.
Your prompt attention to this matter will be greatly appreciated.
This is a time consuming process and the construction season this
year is rapidly drawing to an end.
