Please review this draft carefully to ensure thorough understanding of the requirements and conditions it contains. There are several changes from the existing permit, including the following: • Some of the language has changed in Special Condition A. (2.), please review carefully. • Quarterly monitoring for mercury has been removed due to implementation of a statewide Total Maximum Daily Load. In place of quarterly monitoring, the requirement to develop a Mercury Minimization Plan has been added. See Special Condition A. (4.). Mercury will still be monitored during the three effluent pollutant scans using EPA Method 1631E. See Special Condition A. (3.). • Bis (2-Ethylhexyl)Pthalate showed reasonable potential to violate water quality standards and quarterly monitoring has been added to the permit. The submitted QA/QC reports did not indicate that this parameter was a laboratory contaminant. • Federal regulations require electronic submittal of all discharge monitoring reports (DMRs) and program reports. The final NPDES Electronic Reporting Rule was adopted and became effective on December 21, 2015. The requirement to begin reporting discharge monitoring data electronically using the NC DWR's Electronic Discharge Monitoring Report (eDMR) internet application has been added to your final NPDES permit. See Special Condition A. (5.) • Regulatory citations have been added to each Special Condition. • Parameter codes have been added to Special Condition A. (1.)
