Dear Mr. Tankard:
Marine Corps Air Station (MCAS) Cherry Point (Permit WQ0012821)
submits the following in response to your NOTICE OF DEFICIENCY (NOD)
letters with tracking number NOD-2018-LV-0018 and NOD-2018-LV-0019
dated October 8, 2018.
The NODS were issued for exceeding daily maximum limits
established in the permit for fecal coliform over multiple days
throughout the months of May and June 2018. Use of the reclaimed
water continued after the exceedance without additional parameter
sampling being conducted thus violating the performance standards of
the permit.
The cause of the parameter exceedances could not be determined
as there were no correlating upsets at the wastewater treatment plant
(Permit NC0003816) during these times.
MICAS Cherry Point has developed and implemented new operating
procedures to ensure that the reclaimed water system is not utilized
while a parameter is in exoeedance. The wastewater treatment plant
operators will, once a parameter has been determined exceeded, secure
the power and place a lock-out/tag-out device on the controls at the
spray irrigation pumps, located at the post aeration basin, to ensure
that the power cannot be turned back on. The system will remain
secure until laboratory confirmation that the parameter is back
within limits. The operators will provide verbal notification to the
golf course maintenance personnel of the situation and advise when
corrected.
