REGAN Secretary WILLIAM E. TOBY VINSON, JR. Interim Director The Division of Energy, Mineral and Land Resources (DEMLR), received a Stormwater Management Permit Application for the subject project on September 7, 2018. A review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: 1. Please upload the plan sheets and all other documents electronically at: hltps:Hedocs.deq.nc.gov/Forms/SW ProjectSubmittal 2. The area shown on the post impervious exhibit in the stormwater management report as "remaining pervious pavement" is not shown on the plans. Is this area going to be pervious or impervious? Please label all permeable pavement areas on the plans. 3. Please add the permeable pavement detail and notes to the plan sheets. 4. Please specify the mix that will be used for the permeable pavement surface. The required mixes for permeable pavement can be found on Page 9 of the Permeable Pavement chapter in the Stormwater Design Manual: h!tps:Hfiles.nc. gov/ncdeq/Energy%20Mineral%20and%2OLand%2OResources/Stormwate r/BMP%20Manual/C-5 %20%2OP enneable%2OPavement%2004-06-17.pd£ 5. The maximum ratio of additional built -upon area that may drain to permeable pavement is 1:1 (Permeable Pavement MDC 7). The apparent drainage area to the permeable pavement at the north end of the site is too large to meet this requirement. 6. Please provide calculations that show that the permeable pavement will have sufficient depth to capture the entire design storm and will drain in less than 72 hours. For calculating the drawdown time, please use a factor of safety as shown on Page 10 of the permeable pavement chapter. 7. Please provide calculations showing that the inlet protection for the wet pond is sufficient to prevent erosion during the 10-year storm. 8. Please submit an O&M Plan and agreement and complete a Supplemental EZ form for the permeable paving system. Please submit plans showing the pre -construction and post -construction drainage areas. 10. Provide pdfs of all revisions, 2 hardcopies of revised plan sheets, and 1 hardcopy of other documents. Pdfs must be uploaded using the form at: hltps:Hedocs.deq.nc.gov/Forms/SW ProjectSubmittal Please note that this request for additional information is in response to a preliminary review. The requested information should be received by this Office prior to November 3, 2018, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. Please reference the State assigned project number SW6180901 on all correspondence. If you need additional time to submit the information, please submit your request for a time extension to the Division at the contact below. The request must indicate the date by which you expect to submit the required information. The Division is allowed 90 days from the receipt of a completed application to issue the permit. The construction of any impervious surfaces, other than a construction entrance under an approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement action pursuant to NCGS 143-215.6A.
