PROJECT SUMMARY: Applicant pro and regain several washout are along the shoreline. Wade, Wheeler, Lowery Bio Report Page 2 Site Description The applicants currently own two 4 acre lots on Bayview Drive in Kill Devil Hills, Dare County. Mr. Donald Wade and Mr. Porte Wheeler own Lot $50 at 1902 Bayview Drive and Mr. Tony Lowery owns Lot 451 at 1904 Bayview Drive. Both lots have single family homes with septic tank systems and Lot 051 also has a 210 ft. pier extending into Kitty Hawk Bay. The vegetation on both lots is characterized by various lawn grasses, pennywort (Hydrocotyle spp_), red maple (Acer rubrum), black gum (Nyssa sylvatica), loblolly pine Pinus taeda), and bald cypress (Taxodium distichum). Several clumps of black needlerush (Juncus roemerianus) are located near the pier 20-25 ft. from shore. There are also some widely scattered, individual plants of bullrush (Scirpus spy) in two of the washout areas. The shoreline of both lots is deeply scalloped by recent erosion over the last year. Several trees along this shoreline are beginning to be undermined by the erosion. The applicants propose to bulkhead 133 ft. across both lots at an average distance of 8 ft. waterward of the normal water level. The bulkhead will follow a straight alignment across the washouts on both lots. Anticipated Impacts The bulkhead and backfill will result in the loss of approximately 1400 sq. ft. of shallow water habitat and scattered plants of bullrush (Scirpus spp.). The construction of the bulkhead will result in temporary, localized water turbidity. CAMA Review This project is consistent with the community classification of the Kill Devil Hills Land Use Plan. If the applicant is not claiming to be the owner of said property, then forward a copy of the deed or other instrument under which the owner claims title, plus written permission from the owner to carry out the project. An accurate work plat (including plan view and cross sectional drawings) drawn to scale in black ink on an 8 1/2 x 11 white paper. (Refer to Coastal Resources Commission Rule 7J.0203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue-line prints or other larger plats are acceptable only if 18 high quality copies are provided by applicant. (Contact the U.S. Army Corps of Engineers regarding that agency's use of larger drawings.) A site or location map is a part of plat requirements and it must be sufficiently detailed to guide agency personnel unfamiliar with the area to the site. Include county road (SR) numbers, landmarks, and the like. A stormwater management plan, if applicable, that may have been developed in consultation with the Division of Environmental Management.
