—Narrative for waiving PCN requirement due to exceeding 20' width"`
Site E is for near shore operations and the initial launch point for tactical conveys during contested crossing training exercises. The additional 5' width will provide greater stability to the
launch point from the initial weight transfer of each vehicle entering the bridge platform. The bridge system will be maneuvered into place by boat, the additional width will also give the
engineering team additional room to maneuver the bridge ramp into place without excess damage the adjacent lake shore.
4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:*
The 502nd Multi -Role Bridge Company will reinforce an existing boat launch point on MacArthur Lake. The upgrade and construction process will give the 502d MRBC experience on
conducting bridging operations and river crossings in a military capacity. Approximately 250 sq.ft. of lake bed will excavated 6" and backfilled with rip rap and gravel to harden the lake
bed for vehicular launch points. The existing dirt approaches Will be reinforced with 2" of gravel. The approaches will be 40' Lx 25' W. A High Mobility Engineer Excavator (HMEE) Will be
used to dredge the lake bottom. The M400 skid steer loader will move, backfill, and grade the gravel and rip rap.

E. Impact Justification and Mitigation U
1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
Specifically describe measures taken to avoid or minimize the proposed impacts in designing project.
Project was designed to minimum standards to safely accommodate tactical vehicles. The current site is an eroded earthen boat slip. Improving the
existing launch will minimize/halt existing site sedimentation issues.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
Lake levels will be lowered to increase dry ground access for construction and reduce equipment working in the lake. Dredged lake bottom will be
removed and placed on degraded access trails and will not be placed on adjacent lakeshore or wetlands. No tree removal will be required. EAsting
adjacent vegetation will be left intact to greatest extent possible to minimize erosion potential. Training enabler/rehabilitation programs will hydro seed
the adjacent trail and lake shoulders (post training exercise) to stabilize the surrounding areas.
2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State
2a. Does the project require Compensatory Mitigation for impacts to Waters of the U.S. or Waters of the State?
r Yes r No
2b. If this project DOES NOT require Compensatory Mitigation, explain why:
The total amount of impacts to wetlands does not meet the threshold to require compensatory mitigation. Impacts are only to open waters.
F. Stormwater Management and Diffuse Flow Plan (required by DWR)
1. Diffuse Flow Plan
1a. Does the project include or is it adjacent to protected riparian buffers identified within one of the NC Riparian Buffer Protection Rules?
r Yes r No
If no, explain why:
There are no protected riparian buffers in Hoke county on Ft. Bragg. No watersheds on Ft. Bragg are within the NC Riparian Buffer Protection Rules.
2. Stormwater Management Plan
2a. Is this a NCDOT project subject to compliance with NCDOT's Individual NPDES permit NCS000250?*
r- Yes r No
2b. Does this project meet the requirements for low density projects as defined in 15A NCAC 02H .1003(2)?
r- Yes r No
2c. Does this project have a stormwater management plan (SMP) reviewed and approved under a state stormwater program or state -approved local government stormwater
program?
r Yes r No
3. Stormwater Requirements
3a. Select whether a completed stormwater management plan (SMP) is included for review and approval or if calculations are provided to document the project will not cause
degradation of downstream surface waters.*
r Stormwater Management IT Antidegradation
Plan Calculations
3b. Stormwater Management Plan
3c. Antidegradation Calculations:
Comments:
NA. The boat ramps do not add to the amount of impervious surface within this watershed therefore do not require any stormwater requirements.
G. Supplementary Information
1. Environmental Documentation
1a. Does the project involve an expenditure of public (federal/state/local) funds or the use of public (federal/state) land?*
r Yes r No
1b. If you answered "yes" to the above, does the project require preparation of an environmental document pursuant to the requirements of the National or State (North Carolina)
Environmental Policy Act (NEPA/SEPA)? *
r Yes r No
1c. If you answered "yes" to the above, has the document review been finalized by the State Clearing House?*
r- Yes r No
Comments:
This project NEPA requirement is a REC and is not a major or significant impact that requires an EA or EIS. A REC does not need to go through the
State Clearing House.
2. Violations (DWR Requirement)
