Flow will be conveyed by approximately 4,500 feet of 12-inch and 300 feet of 8-inch gravity sewer to the upstream manhole of the gravity sewer that is part of the Moncure Sewer Extension project, ATC permit WQ0039653, that discharges to the Intermediate Lift Station and ultimately to the Big Buffalo Wastewater Treatment Plant. This project is designed in accordance with 15A NCAC subchapter 02T and the Division of Water Resources Minimum Design Criteria with the exception of the distance between the manholes on either side of the Federal Aviation Administration (FAA) Runway Safety Area, which extends 250 feet on either side of the runway centerline. The manholes will be located 10 feet outside of the Runway Safety Area, making the distance between them 520 feet, rather than the maximum 425 feet. Due to the surrounding topography and the length of the runway this alignment is the only practical routing option. The City of Sanford has the capability to perform routine cleaning and maintenance on this section of sewer. Since the Intermediate Lift Station is permitted as zero -flow, we are submitting this permit application as a zero -flow permit (authorization to construct only). Once the Moncure Sewer Extension project is permitted for flow, we will resubmit this permit application for flow.
