Rodney Long Page 2 PROJECT DESCRIPTION The project site is located at 10 Skimmer Road, within the Figure "8" Island community, adjacent to Banks Channel and Middle Sound, in New Hanover County. The island is accessed from the mainland at the end of Edgewater Club Road (SR 1402), by private bridge over the Atlantic Intracoastal Waterway (AIWW) and an earthen causeway, which traverses Middle Sound. Heading east on the causeway, tum right on Beach Road South and travel south to Skimmer Road. Turn right onto Skimmer Road and take the next left. The subject property will be located at the end of the cul-de-sac. Existing structures on the lot includes a single-family residence and a private docking facility. The lot is approximately 0.69 acres in size and averages 5' above Normal Water Level. Upland vegetation consists primarily of ornamental trees, shrubbery, and lawn grasses. The approximately 110 liner feet of shoreline is stabilized by a wooden bulkhead. Waterward of the normal high water (NHW) is an intertidal strip of sand, which is approximately 6' in width. There are currently no coastal wetlands on the property. The existing docking facility was originally authorized under General Permit No. 16046-D on June 13, 1996 and consisted of a new 6' wide by 60' long pier, an 8' wide by 10' long "T" -Head, and an accress leading to a 16' wide by 16' long float. A 13' wide by 13' long boatlift was installed on the south facing side of the float sometime after the General Permit was issued, however no permit history could be found for that structure. State Permit No. 53-08 was issued on April 8, 2008 and authorized the relocation of the existing float 6' to the south and the relocation of the existing boatlift to the north side of the float to maintain three (3) slips at the docking facility. The Wilmington -New Hanover County 2006 Land Use Plan classifies adjacent waters and high ground portion of the property as Conservation. The waters of Banks Channel and Middle Sound are classified SA-ORW by the Division of Water Resources. They are NOT designated, as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries and they are OPEN to the harvest of shellfish. PROPOSED PROJECT The applicant proposes to expand an existing docking facility within Banks Channel. The expansion would consist of adding a 10' wide by 16' long float to the south end of existing float, and a 16' wide by 16' long boatlift on the south end of the new float. The proposed new docking configuration would provide additional docking space for one (1) additional vessel for a total of four (4) vessels at the existing facility within a water depth -6 ft. at Normal Low Water (See Sheets 2 and 3 of 4). 10. ANTICIPATED IMPACTS The proposed floating dock and boatlift would incorporate an additional approximately 356 sq. ft. of Estuarine Waters and Pubic Trust Area. The proposed structures would extend approximately 92 ft. into a waterbody, which measures approximately 380 ft. across. This distance would conform to both the 1/4 width rule and the established pier lengths. The proposed structure would not encroach into the channel or the adjacent 15' Riparian Corridor Setback Area requirement. Minor increases in turbidity should be expected during construction.
