The site is located on the south side of Lumley Road, east of the intersection of Lumley Road and Page Road just west of the Durham -Wake County line in Durham County. The proposed improvements include the construction of approximately 1,906 ft of new 8" gravity sewer main and the services for each lot that will discharge into an existing public gravity main on the west side of the site. Please find attached three full-size copies and one half-size set of plans for the project that show the proposed sewer extension. Also attached are a project narrative, the completed application form (FTA 04- 16), the completed Flow Tracking Acceptance Form (FTSE 04-16), maps of the site, and a $480 check. Please begin your review of these plans and the associated submittal documents and if you have any questions regarding this matter, please do not hesitate to call me at (919) 682-0368. We look forward to hearing from you. Sincerely, Coulter Jewell Thames, PA A4 447 Preston B. Roy ter, PE Project Engineer PROJECT NARRATIVE Lumley Road Townhomes September 25, 2018 The Lumley Road Townhome project involves the construction of a new residential development consisting of 93 townhomes and the associated public streets and infrastructure. The site is located on the south side of Lumley Road, east of its intersection with Page Rd within the City limits for the City of Durham in Durham County. Based on the 2T rules, the anticipated design sewage flow has been calculated to be 33,480 gallons/day (93 townhomes x 3 bedrooms x 120 gpd/bedroom). There is an existing public gravity main (owned and maintained by Durham County) on the west side of the site. The proposed improvements include the construction of approximately 1,906 ft of new 8" public gravity sewer main and the services for each lot. The proposed main will eventually be part of Durham County's public sewer system. } k.. - .-C1,--. _- . --x --_ .+ fir• 1, tit '_ - - - -- ~ , • .=.r ' I y.. fm a { ER Xtot Lu 59 .. 400 - `" - -~ EP'¢ Lj .. Certification Statement: I Stephanie Brixey certify to the best of my knowledge that the addition of the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity related sanitary sewer overflows or overburden any downstream pump station en route to the receiving treatment plant under normal circumstances, given the implementation of the planned improvements identified in the planning assessment where applicable. This analysis has been performed in accordance with local established policies and procedures using the best available data. This certification applies to those items listed above in Sections I and II plus all attached planning assessment addendums for which I am the responsible party. Pump Station (Name or Number): Given that: a. The proportion and amount of Obligated, Not Yet Tributary Daily Flow (C) accounts for 23.7 % and 0.337 MGD of the Available Capacity (E) in Pump Station Stirrup_ Iron Creek ; and that b. The rate of activation of this obligated, not yet tributary capacity is currently approximately 0.10 MGD per year; and that c. A funded Capital Project that will provide the required planned capacity, namely IFB 18-029: Stirrup Iron Creek Lift Station is in design or under construction with Capacity Improvements ag0039913) planned completion in May 2019 ; and/or d. The following applies: See email chain between Kyle Manning Durham Count and Jason Robinson E concerning two pume failures at the station. The current firm capacity is based upon the 160 hp bypass pumj2 being in operation with the 70 hp pump. Once the capital project is completed, the firm capacity will be 6.5 MGD. Therefore: Given reasonably expected conditions and planning information, there is sufficient justification to allow this flow to be permitted, without a significant likelihood of over -allocating capacity in the system infrastructure. I understand that this does not relieve the collection system owner from complying with G.S. 143- 215.67(a) which prohibits the introduction of any waste in excess of the capacity of the waste disposal system.
