The above subject document has been reviewed. A site inspectio3t-
performed on 89/08/30. The recommendation for this project is to
issue the 401 Certification with conditions. The conditions are as
follows:
1. To eliminate the proposal to dredge the area by the marsh
between the existing Elizabeth II Channel and the "sewer
dock" (see yellow shaded area on drawing).
2. Dredge depth to a maximum of 8 ft. on other side of "sewer
dock."
3. Monitoring requirement prior to dredging (2 monitoring
sites designated on drawing):
a. Water column analyses for fecal coliform, chromium,
copper, lead, zinc, nickel, mercury, total nitrogen
and total phosphorus.
b. Sediment analyses for fecal coliform, chromium,
copper, lead, zinc, nickel, mercury, total nitrogen
and total phosphorus.
4. Monitoring requirement during dredging: monitor twice
weekly for settleable solids and turbidity in the dredging
area.
5. Monitoring requirements at outfall of diked disposal
area: monitor 1 time during discharge for fecal coliform,
chromium, copper, lead, zinc, nickel, mercury, total
nitrogen and total phosphorus.
This office is of the opinion that dredging in this area could
potentially cause contravention of water quality standards, as well
as potential adverse effects to the adjoining wetlands. The area
which is requested to be eliminated is deeper (9') than the
surrounding waters (2'). The area in close proximity to the
discharge pipe at the "sewer dock" is a potential problem for
adverse affects of water quality.

The Subject application has been reviewed for water quality
impacts and the following comments are offered:
a) The proposed project does require a Water Quality
Certification but does meet. the requirements of General
Certification No. 1273 for discharge of liquid effluent
from an upland diked disposal area.
b) It is recommended that dredging between the existing
Elizabeth II Channel and the "sewer dock" not be
allowed. It is further recommended that dredging on the
other side of the "sewer dock" be limited to a maximum
depth of 8 feet. Our field office is of the opinion
that dredging in this area could cause contravention of
water quality standards as well as possible adverse
effects on the adjoining wetlands. The area requested
for dredging to not be allowed is deeper (9 feet) than
the surrounding waters (2 feet). The area in proximity
to the discharge pipe at the "sewer dock" is an area
which has a potential for adverse effects on water
quality.

C) It is recommended that monitoring before dredging be
conducted as follows at two sites:
One time for the following in the water column:
fecal coliform, chromium, copper, lead, zinc, nickel,
mercury, total nitrogen and total phosphorous.
One time for the following in the sediment: fecal
coliform, chromium, copper, lead, zinc, nickel, mercury,
total nitrogen and total phosphorus.
d) It is recommended that monitoring during dredging
be conducted as follows in the area being dredged:
Twice weekly for the following: settleable solids
and turbidity.
e) It is recommended that monitoring of the effluent from the
diked disposal area be conducted as follows:
One time during discharge for the following: fecal

SITE INVESTIGATION
The applicant proposes to dredge 2.55 acres along the Manteo
waterfront to a depth of 9 feet below NWL. The area is bisected
by the "sewer dock," a 300 foot pier to the municipal sewage
treatment plant. Several finger piers extend off of the pier,
which is available for public dockage. Water depths along this
pier were approximately 4.5 feet. A second pier terminating in a
gazebo bounds one edge of the dredge site. The water under this
pier was 8.5 feet deep 60 feet offshore and 11 feet deep 110 feet
offshore. Water depths surrounding the area to be dredged vary
considerably, from 2 to 13 feet. The existing channel for the
Elizabeth II bisects the proposed dredge site at a depth of 13
feet. It decreases to 8 feet beyond the sewer dock. A 12 foot
channel bounds the area near the gazebo pier. Near a natural
shore vegetated with marsh plants, water depth is 2 feet.
Most of the shoreline along the dredge site is riprapped
with masonry debris. 'Approximately 220 feet of shoreline is not -
hardened, and supports a variety of wetland plant species.
ANTICIPATED IMPACTS
The area would be dredged to a depth of 9 feet. Dredging to
this depth in close proximity to wetland vegetation could cause
sloughing of the vegetation and natural shoreline. Gently
sloping the bottom away from the natural shoreline would minimize
this problem. The dredging will disturb the bottom and
temporarily increase water turbidity. No rooted submerged
aquatic vegetation was observed. Some loose strands were
observed floating by the piers.
M The dredge spoil would be deposited on existing spoilsites
at Pirates Cove. The spoil disposal should have minimal
environmental impact beyond that already occuring at the spoil
site.
CAMA Review
The site is classified as Developed in the Manteo Land Use
Plan. The proposed dredging is consistent with the Land Use
Plan.

I recommend the permit be issued with the following special
and standard conditions.
To protect wetlands from erosion, dredge excavation in
waters adjacent to vegetated wetlands shall be sloped at a 4:1
ratio, (4 units horizontal distance waterward to 1 unit vertical
increase in depth).
D&F (1) In order to protect juvenile and fin fish populations,
no excavation or filling will be permitted between
April 1 and September 30 of any year without the prior
approval of the Division of Coastal Management.
D&F (2) The excavation will be conducted below the normal water
level.
D&F (3) Excavation will not exceed 9 feet below the normal
water level.
D&F (4) No marsh grass will be excavated and/or filled.
D&F (5) The temporary placement or double handling of excavated
or fill materials within waters or vegetated wetlands
is not authorized.
D&F (6) The disposal area effluent will be contained by pipe,
trough or similar device to a point at or below the
normal water level to prevent gully erosion and

unnecessary siltation.
D&F (7) The terminal end of the pipeline will be positioned at
or greater than fifty (50) feet from any part of the
dike and a maximum distance from spillways to allow
settlement of suspended solids.

with water quality standards.
