SUBJECT: Application for CAMA Permit
Town of Manteo
Dare County
The Subject application has been reviewed for water
quality impacts and the following comments are offered:
a. The proposed project will not require a 401 Water
Quality Certification.
b. In order to minimize impacts to wetlands, it is
recommended that the permit require,.reduction of
the width of the boardwalk from 12 feet to 6 feet.
This width will still allow handicapped access and
reduce the negative impacts of shading the wetland
areas.

After review of the above subject document and investigation of the
site on April 4, 1989, this office recommends that he permit be issued
with the following conditions:
1. Reduce the width of the boardwalk from 12 ft. to 6 ft. This
would still allow handicap access (i.e., 2 wheelchairs to
pass one another) and reduce the negative effects of shading
the wetlands

SUBJECT: REQUEST FOR RENEWAL AND MAJOR MODIFICATION TO
CAMA PERMIT #100-80
DATE: February 3, 1989
This office has received a request to renew and modify CAMA
permit #100-80 issued to the Town of Manteo on August 28, 1980.
This permit authorized the renovation of the downtown waterfront
of Manteo. Included in this authorization was the construction
.of a 12' wide 'boardwalk along Dough's Creek, three piers
extending into Dough's Creek, a gazebo, and a number of mooring
slips.
Currently the Town is requesting a major modification to
their permit, including the following:
(1) Extending the 12' wide boardwalk beginning at the
water-treatment discharge pier and running approximately 280'
along the shore then spanning approximately 2201 across coastal
wetlands to an existing parking lot on Fernando Street. An
opening in the proposed boardwalk will be left for the haulout
and repair of the Elizabeth II. The coastal wetlands to be
crossed by the boardwalk consist of Juncus roemerianus, Spartina
patens and scattered Iva sp. and Baccarus sp.
(2) Constructing a 5' wide by 124' long seaplane pier to extend
out from the proposed boardwalk. The property over which this
would cross does not belong to' the Town of Manteo; however, the
Town is negotiating to purchase or lease the property. A solid
breakwater is proposed along the 24' "L" end and down 20' of the
main pier. This is to protect seaplanes from wave action while
docked.
(3) Constructing a 300' long by 10' wide pier to extend out from
the existing water-treatment discharge pier. A 60' by 10' "T" is
proposed at its waterward end. This proposed pier would parallel
piers north of.it along the Manteo waterfront.

ANTICIPATED IMPACTS
Approximately 2890 square feet of coastal, wetlands will be
covered and shaded by the elevated boardwalk and seaplane dock.
The proposed 300' long fishing pier will extend beyond the
--established pier length in Dough's Creek and may restrict
navigation. ,
CAMA REVIEW
The proposed modifications are consistent with the Manteo
Land Use Plan.

DESCRIPTION OF PROPOSED MODIFICATIONS
The proposed modifications include three related construction
activities to the Town's waterfront area covered under CAMA
permit 1)100-80. The proposed activities include;
0
Break Water Pier - A ten (10) foot wide pier extending
from the existing sewer plant pier approximately three
hundred (300) feet; parallel to the existing gazebo
pier, with at sixty (60) foot too section. Pile bent
spacing will be ten (10) feet o/c. Proposed proiect
will use thirty (30)'foot.by twelve (12) inch 0 piles'
cut off below the 'deck with-handrail supports bolted to
the outside stringers. All piles will be 2.5 CCA;,
lumber to be .40 CCA #2 or better; all nails and
hardware to be hot dipped. (See attachments A & B)
o Boardwalk Extension - Approximately five hundred (500)
lineal feet (l.f.) by twelve (12) foot wide boardwalk.
Piles to be ten (10) foot c/c, caps and stringers two
(2) inch by eight (8) inch, decking two (2) inch by six
(6) inch. All lumber shall be 112 or better, treated
.40 CCA. Bolts, nails and hardware shall be hot dipped
galvanized. (See attachment C)
o Seaplane Slip - Approximately one hundred and twenty
four (124) lineal feet, five (5) foot wide, pier of
salt treated wood on treated four (4) inch by four (4)
inch piles, with eight (8) foot span. Pier planking to
be at elevation of two and one-half (2. 1/2) feet above
N.W.L.
The boardwalk and seaplane slip construction will be performed to
allow the greatest amount of sunlight possible to reach the
marine habitat.
