Good Morning Robb,
ECS has a site located in Pender County called the Scotch Bonnet Solar Site. I have been trying to get this
scheduled with the USACE and because of the storms they have been back logged. I heard from Emily Greer this week
that a site visit is not likely necessary from the USACE. I would like to follow up with you to see if you would like to visit
the site? I have attached some figures for your reference, I called a stream origin within the wetland that you may want
to come look at. Let me know your thoughts and potential availability to visit the site.

Proposed Scotch Bonnet Solar Site, Pander County
Tributary to Burgaw Creek
Dear Kevin:
On November 6, 2018, at your request and in your attendance, Robb Mains, NC Division of Water Resource (NCDWR)
staff, conducted an on -site determination of the existing stream at the proposed Scotch Bonnet Solar Site location. The
enclosed drawing dated on December 13, 2018 depicts the E/I point and whether a feature has been determined to be
a stream or not. This drawing has been signed and is valid for 5 years.
This on -site determination shall expire five (5) years from the dale of this letter. Landowners or other affected
parties that dispute a determination made by DWR or a delegated Local Authority may request a determination
by the Director. An appeal request must be made within sixty (60) calendar days of the date of this letter or
from the date the affected party (including downstream andfor adjacent owners) Is notified of this letter. A
request for determination by the Director shall be referred to the Director in writing c/o Karen Higgins, DWR
401 & Buffer Permitting Unit, 1617 Mail Center, Raleigh, NC 27699.1617. This determination is final and binding
unless you ask for a hearing within 60 days. The owner/future owners should notify the Division (including any other
local, state and federal agencies) of this determination concerning any future correspondence regarding the subject
property. This project may require a Section404/401 Water Quality Certification for the proposed activity. Any inquiries
should be directed to Robb Mairs of DWR at 910.796.7303 and Emily Greer of the U.S. Army Corps of Engineers at
910.251.4567.
