The Subject application has been reviewed for water quality
impacts and the following comments are offered.
a) The proposed project does require a Water Quality
Certification but does meet the requirements of General
Certification No. 1431 for boat ramp construction.
b) The project should be conducted in such a manner as to
not cause turbidity in adjacent waters to exceed 25 NTU
outside of the immediate area of construction..
c) The proposed project did receive an approval of the
stormwater runoff management plan on October 4, 1989.
We have no objection to the issuance of the permit for this
project.

PROJECT DESCRIPTION: The applicant proposes to develop a 76 lot
subdivision on 182 acres. Proposed are a boat ramp, 15' X 201,

The project has been reviewed to determine impacts to water
quality. The following comments have been provided.
1. The project will require a 401 Water Quality Certification.
2. The project complies with the General 401 Water Quality
Certification No. 1431 for Boat Ramp Constructon.
3. The proposed project should be done in such a way as to not
cause the turbidity outside the immediate construction area
to exceed 25 NTU.
4. A stormwater management plan for the proposed subdivision
was approved on October 4, 1989.
This office has no objection to the project as proposed.

9. NARRATIVE DESCRIPTIQS• '"rye proje=t s_:e is located within
the comrunity of Mer_imor, of= S= 1300, on Jonaquin Creek,
in Carteret County. The site is descr_b-ed as being directly
across Jonaquin Creek frcm the property- -::o be developed by
Doctor =oscoe E. Mason, via Fermi- #219-87. The property is
further situated between the two mapper "ranches of Jonaquin
Creek. ;onaquin Creek is a desitated =r_mary Nursery Area
and a tributary of Adams Creek which cc:-sects to the Neuse
River. Surface waters of Jor-aqufn Creek are classif ied 'SA'
and are open to shellfishing. Tne 182 ac. tract of land has
been used over the past several ;ears fcr tree farming by.
Canal Wood Corporation of New Be=n. project site is. In.
an un-incorporated area cf Carter°_t Co=ay and is un-zoned.
The applicant, Patten Carolina Laid, Ire., of Wrightsville
Beach, N.C., propose- to develop a 76 subdivision with a
density of one (1) unit per 2.4 acres. In order to gain
vehicular access to -he interior, the developer proposes to
construct a 60' wide look road. Construction of the road
will require land disturrance of about 9 acres. The road
alignment will also cross at least one area of section 1404'
type wetlands near SR 13:-0. The road crossing will require
a COE Nationwide Pe!-nit *26. It has been established by the
developer that 40% cf the subdiv_sion t=act is characterized
by wooded wetlands. Each of the 76 lots will be expected to
stand alone by providing ind.:vic_al sep=ic tank and well
systems.
The developers have reserved a -all lc: as the community
access area near the sou=hwest corner c= the property. The
access site immediately adjcins an out-parcel on the south
boundary. The community access site measures about 80' wide

on the shoreline by 390' long a.d contins approximately
three-quarters of ome ac=e. As proposed, the applicant
would like to construct a beat ramp and pier with 8 boat

CAMA REVIEW SECTION: The 1985 Land Use Plan for Carteret
county classifies the highground property as part of the
Merrimon 'Community' designation. The proposed
single-family density of 1 unit per 2.4 acres expresses the
low-density requirements for the land classification. In
addition, the unit density also meets the County's 75'
Conservation Zone immediately adjacent to designated Primary
Nursery Areas. The developers are seeking preliminary
subdivision approval from Carteret County Planning
Commissioners in early October of 1989. The proposed
project appears to be consistent with the goals and
objectives of the 1985 Land Use Plan for Carteret County.

In addition to the completed application form, the
following items must be submitted:
A copy of th d ith state application only) or
other instrume under which the applicant claims
title to the affected property. If the applicant is not
claiming to be the owner of said property, then for-
ward a copy of the deed or other instrument under
which the owner claims title, plus written permis-
sion from the owner to carry out the project. YO
An accurate work plat (including plan view and
cross sectional drawings) drawn to scale in black
ink on 8 Y2 x 11 white paper. (Refer to Coastal
Resources Commission Rule 7].0203 for a detailed
description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if 16
high quality copies are provided by the applicant.
(Contact the U.S. Army Corps of Engineers regard-
ing that agency's use of larger drawings.) A site or
location map is a part of plat requirements and it
must be sufficiently detailed to guide agency per-
sonnel unfamiliar with the area to the site. Include
county road (SR) numbers., landmarks, 'and the like.
A stormwater management plan, if applicable; that
may have been developed in consultation with the
Division of Environmental Management.
A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners. These
individuals have 30 days in which to submit com-
ments on the proposed project to the Division of
Coastal Management. The applicant must advise
the adjacent landowners of this opportunity by sen-
ding a copy of the permit application to them by
registered or certified mail. This notification is re-
quired by G.S. 113.229(d). YC5
