Dear Mr. White,
On December 11,2018,Rick Trone of the Raleigh Regional Office conducted a compliance evaluation
inspection of the Distribution of Class A Residuals program located at Kapstone Kraft Paper Corporation.
The purpose of this inspection was to ensure compliance with the subject permit. During the inspection,
the knowledge and cooperation of Operator in Responsible Charge(ORC)Neal Davis was helpful and
appreciated.
Kapstone Kraft Paper Corporation is located at 100 Gaston Road in Roanoke Rapids,North Carolina.
Residuals consisting of primary clarifier residuals,fly ash,and wood waste generated at the facility are
approved to be land applied or distributed from each permitted source. Alternatively,the residuals are
also permitted for disposal in the facilities surface disposal unit under Permit WQ0000436.
This compliance evaluation inspection consisted of the following:
• Review of the permit;
• Review of the owner/facility information;
• Review of the previous year's annual report;

• Disposal event records,residual sampling forms/lab analytical results, pathogen and vector
attraction reduction forms, TCLP analyses,etc.
The current permit was issued June 15, 2015 and expires April 30,2020. A review of the 2017 Annual
Report indicates no residuals were land applied or distributed during that year and no residuals have been
land applied or distributed so far in 2018. For some time, residuals have been disposed of in the facilities
surface disposal unit under Permit WQ0000436. Residuals are tested and monitored according to permit
conditions as it applies to materials disposed under W00000436. The facility submitted monitoring
documents for metals and nutrients, non-hazardous characteristics, and pathogen attraction reductions in
the 2017 Annual Report despite no distribution of residuals.No vector attraction reductions are required.
Mr. Davis confirmed no changes have been made to the permitted land application sites since the last
compliance evaluation inspection. Staff from DWR recently inspected the Kapstone facility regarding
permit W00000436,therefore,a physical site inspection was not conducted for permit W00021577 at
this time. Communication with Mr.Neal Davis was made via email and telephone.
No permit condition violations were noted during the December 11, 2018 compliance inspection and
records review.The facility appears to be in compliance with all permit conditions.
