If the applicant is not claiming to be the owner of said property, then for- ward a copy of the deed or other instrument under which the owner claims title, plus written permis- sion from the owner to carry out the project. An accurate work plat (including plan view and cross sectional drawings) drawn to scale in black ink on 8 V1 x 11 white paper. (Refer to Coastal Resources Commission Rule 7).0203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue-line prints or other larger plats are acceptable only if 16 high quality copies are provided by the applicant. (Contact the U.S. Army Corps 'of Engineers regard- ing that agency's use of larger drawings.) A site or location map is a part of plat requirements and it must be sufficiently detailed to guide agency per- sonnel unfamiliar with the area to the site. (D) TOTAL AREA DISTURBED: PROJECT SUMMARY: Applicant proposes to construct a 51' akwater 6' waterward of NWL to protect.his lot which is fringed feet of Spartina alterniflora coastal marsh. Applicant also poses a 6' x 16' pier adjacent to the breakwater and a 6' wide rdwalk over the marsh. Harvey Wagner Bio Report Page 2 Site Description The applicant currently owns lot 147 on S. Albacore Drive, Avon. The lot is characterized by an upland portion adjacent to the road. This upland portion is vegetated by Hydrocotyle sp. and Spartina patens. A 20' fringe of 404 and coastal marsh is found landward of an old bulkhead. This marsh is dominated by Spartina alterniflora. The applicant proposes to continue the bulkhead, which effectively acts as a breakwater, 51' to his property line. No fill will be deposited on the marsh or in the water. The applicant also proposes a 6' x 16' pier adjacent to the existing bulkhead and a 6' walkway over the fringe marsh. Anticipated Impacts This project will alleviate an erosion problem which has reduced a 20' fringed marsh to 2' since construction of the original bulkhead in the 1970's. There will be some reduction in the use of the remaining marsh by aquatic organism due to the possibility of inadequate flushing.
