PROJECT SUMMARY: The applicant proposes to extend an existing pier 21' long x 5' wide, with a 'T' 40' long x 5' wide, with an 'L' 12' long x 8' wide, plus 6 mooring pilings 60' long x 18' wide. NARRATIVE DESCRIPTION: The applicant presently owns a lot in Pamlico County, in the Town of Mesic, on Vandemere Creek. Directions to the property would include; from Pamlico County, go to Bayboro, from Bayboro to Mesic on 304 North, go to the Town Hall in Mesic, pass the Town Hall in Mesic on 304 North, go 0.2 miles from the Town Hall to SR 1225, go 0.2 miles to SR 1226, go to the end of the road, last house on the left. The applicant presently has a pier in front of his house measuring 82' long x 5' wide. The water depth at the end of the pier is approximately 4' at NWL. The applicant owns a -sailboat with a draft of 51. The applicant is proposing to add to his pier a 20' long x 5' wide section along with an 'L' 12' long x 8' wide with a 'T' on the end measuring 40' long x 5' wide, plus 6 mooring pilings, 18' beyond the 'T'. The entire structure consisting of the existing dock, plus the addition to the dock, the 'L', the 'T', and the mooring pilings, would measure 124' from the shore. This additional length is required to reach to the 5' water level at NWL. Vandemere Creek at the proposed site is approximately 700' wide. The proposed work will consist of a total of 124' which is well under the One-Third Rule. The extension to the dock would not interfere with the established channel of Vandemere Creek. There are no other established piers in the immediate area. Vandemere Creek is classified as 'SA' waters by the Division of Environmental Management and is closed to shellfishing by the Division of Marine Fisheries. The reason a major permit is required for this project is due to the fact the extension would be in greater than 4' of water at NWL. 10. ANTICIPATED IMPACTS: Only short-term, minor bottom disturbance is expected from placing the pilings in the water for the additional 21' long x 5' wide section, along with a 'L' measuring 12' long x 8' wide, and a 'T' measuring 40' long x 5' wide, plus the 6 mooring pilings. If the applicant is not claiming to be the owner of said property, then for- ward a copy of the deed or other instrument under which the owner claims title, plus written permis- sion from the owner to carry out the project. An accurate work plat (including plan view and cross sectional drawings) drawn to scale in black ink on 8 VY x 11 white paper. (Refer to Coastal Resources Commission Rule 7).0203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted, blue-line prints or other larger plats are acceptable only if 16 high quality copies are provided by the applicant. (Contact the U.S. Army Corps of Engineers regard- ing that agency's use of larger drawings.) A site or location map is a part of plat requirements and it must be sufficiently detailed to guide agency per- sonnel unfamiliar with the area to the site. Include county road (SR) numbers, landmarks, and the like. A stormwater management plan, if applicable, that may have been developed in consultation with the Division of Environmental Management. • A list of the names and 'eumplete addresses of the adjacent waterfront (riparian) landowners.
