NARRATIVE DESCRIPTION: The Shorefront RV Park project is located at 418 Wetherington Landing Rd. in Stella adjacent to the White Oak River. Wetherington Landing Rd. is found by turning off of HWY 58 and onto Morristown Rd. Morristown Rd. terminates at Wetherington Landing Rd. The property is 12ac in size and the high ground portion is a mostly cleared former sod farm. Waterward of high ground is a large expanse of ACOE jurisdictional wetlands as determined under SAW -2015-02554. Waterward of this fresh water wetland area is a fringe of Coastal Wetlands containing Smooth Cordgrass (Spartina alterniflora) and Salt Grass (Distichilis sicata . A hammock of high ground exists along the water edge. Extending off this high ground is an existing boat ramp. The shoreline is 1,795.63' in length. West of the property is an existing RV park. East of the property is a vacant field with a single family home. The Division of Water Resources classifies the area as SA waters and closed to the taking of shellfish. This is a Primary Nursery Area. There are no SAV's or significant shellfish populations in the area to be disturbed. Carteret County LUP classifies the future land use of this area as rural. 10. PROJECT DESCRIPTION: On high ground Mr. Comer is proposing to develop a 56 R/V space campground. The R/V spaces would be accessed by a 20' X 2,400' asphalt road. Four LPP on-site septic systems would serve the sewage needs of the RIV's as required by Carteret County Environmental Health. Potable water would be supplied by a permitted public supply well on the adjacent track and owned by the same entity as this project. An 8'X8' utility shed would be allowed per RIV lot. Located between lots 19 and 20 would be a 20 space parking lot serving the water access and a 20' wide fire apparatus road. The fire road and parking lot would be constructed with #57 stone as to gain impervious credit. Construction of the fire road would involve the filling of 4,416ft2 (24' X 184') of USACOE jurisdictional wetlands. Three 15" culverts would be placed under road to provide drainage. This project would create a total of 11.995% impervious area on the entire property and 0.29% in the 75' ES AEC. Along the shoreline a 283' bulkhead would be constructed on the landward edge of Coastal Wetlands to prevent erosion. An existing concrete ramp would be converted to a kayak launch. Adjacent to the ramp, a 6' X 60' pier would be constructed to aid kayak launch. This pier would extend 40' waterward of NHW. North of the kayak launch a 96 slip marina is proposed. The marina would consist of a 10' X 400' dock extending off high ground and crossing a 30' fringe of Coastal Wetlands. Attached to the end of the main dock would be a 20' X 50' platform. Extending off each side of the main dock would be four 6' X 146' platforms. Each of these platforms would have twelve 3.5' X 24' finger piers for a total of 48 finger piers. A standard 13'X13' boatlift would be placed in each slip. Water depths in the area of the slips range from -2.39' to -2.80' at NLW. The proposed docking facility would extend 400' into the 2000' wide water body. As proposed the docking facility would usurp 36,560ft2 of PTA which is within the threshold of 48,482ft2 allowed on a 1,795.63' long shoreline. S 11. ANTICIPATED IMPACTS: The proposed the project would disturb 6.98ac of high ground and fill 4,416ft2 of ACOE jurisdictional wetlands. There would be 240ft2 of Coastal Wetlands shaded. The marina would shade 12,776ft2 of shallow water habitat and usurp 36,560ft2 of PTA. Temporary turbidity would result from setting pilings. This area is in a PNA and some bottom disturbance could occur from boating activity at low tides. Impervious area within the 75' Estuarine Shoreline AEC is 0.29% and should not increase storm water runoff to the adjacent waterbody. The tract's area is 12.04 acres with approximately 3,54 acres of 404 wetlands and 0.83 acres of Coastal Wetlands on site. it is located along the shore of White Oak River, SA;HQW (Stream Index: 20-(18)). To the north and east of the proposed site is'an open field with a single family residence and farm land; to the south is the White Oak River and to the west is an existing RV Park owned and operated by the First & Last Child, LLC. The site is generally mounded on the east side in the middle of the tract and runoff travels to the north and west to existing wetlands and to the south toward White Oak River. A significant portion of the tract is in the flood zone: AE9. There are no current developed portions of the tract. The proposed future development on this tract Is for a 56 Lot RV park and a 96 slip marina. The marina is proposed as a shared entity between this proposed RV park and the adjacent, existing RV park. The RV Park has a Carteret County Health Department Improvement Permit for four septic systems serving the development (see attached). The RV Park is proposed as a low density (<12% BUA) development and shall be submitted to NCDEQ subsequently with the CAMA Major package. A proposed Erasion Control Plan shall also be submitted to NCDEQ utilizing skimmer basins, temporary diversion berms and silt fence to contain sediment on site. The adjacent RV Park is owned by First & Last Child, LLC. This development has an approved public water supply well and distribution system and has agreed to provide potable water for the 56 RV lots. This area. of White Oak River is within a Primary Nursery Area but, Underwater Aquatic Vegetation was not Identified during the Hydrographic Survey or during inspection of aerial photographs. The Normal High Water Line dictates the boundary along the southern and western sides of the property and is 1,795.63 LF In length. Per CAMA Regulations, the Marina may occupy up to 27 square feet of public trust waters per linear foot of shoreline. This allows for a maximum of 48,482.01 sf of marina within the waters, excluding Pier A which Is utilized for water dependent purposes allowing boaters access to the proposed wet slips. The Shore Front RV Park currently proposes 31,536 sf of marina, approximately 35% less than the allowable threshold. The proposed marina consists of 5 piers (A thru E) with Pier A being 10' wide and 400' long and Piers B thru E being 6' wide and 146' long with 24 wet slips each, for a total of 96 proposed wet slips. An observation platform is proposed at the end of Pier A and is 50' wide by 20' long, Pier A is proposed at VY of width to enhance public safety in which multiple persons may be traveling north and south along Pier A. Each slip shall have a boat lift as shown on the attached Marina Plan. This Marina is strictly for Bay Boats and Flat Bottom Boats typical in the shallow waters of White Oak River and shall limit the boats to a maximum of 24' in length and shall not allow heads. There is no transient docking allowed, no boats with heads are permitted in this marina, no dumping of sewage shall occur due to the lack of heads and there is no proposed sewage pumpout for boats due to no heads being allowed. A fish cleaning station for recreational fishermen is proposed along Pier A, central to Piers B thru E. There is no proposed dredging necessary for the Marina to function as the White Oak River naturally increases in depth suitable for boat lifts in this location. The natural slope shall maintain properflushing of the waters within the marina per+CAMA Regulation, The proposed wet slips do not begin until there is a minimum of 2Z water depth to provide clearance for boat lifts and access to said lifts for boats. In coordination with the County Fire Marshall a Marina is required to have a fire apparatus access road for emergency services as well as a dedicated stand pipe system with fire department connections, an emergency phone and fire extinguishers located on the marina per the NC Fire Code. The requirement of this fire apparatus access road has created the proposed 404 wetlands impacts of 0.112 acres. The original request from the Fire Marshall was for the road to extend directly to the 6' wide boardwalk accessing the Marina with a typical 95' diameter cul-de-sac for emergency vehicle turn- around. The road must be at least 20' wide and originally had 2' shoulders with grades sloping at a 3:1 ratio to existing grade, The only option in removing: this requirement would be for the docks to be classified as "not -a -marina" meaning that no more than 10 ships are allowed. This reduction in economic value would be greatly detrimental to the current investment by the owner. In an effort to avoid and minimize the impacts to the 404 wetlands, the proposed fire apparatus access road now crosses the existing 404 wetlands at its most narrow point and the cul-de-sac has been replaced with an Alternate T - Head design that remains out of the 50' SA;HZV buffer and reduces the impacts significantly. This road is also now proposed with retaining walls on both sides in an effort to avoid the wetland impacts associated with side slopes from the edge of road. Further, this road shall be constructed of a clean sand base and 8" of washed #57 stone. This serves two purposes; 1) It helps maintain the low density stormwater requirement of 12% impervious and 2) it further diminishes runoff directly to the wetlands by allowing infiltration through the road section. Other impacts proposed to the 75' AEC are limited to the grading necessary for the RV Park, Fire Apparatus Road and the proposed 283 LF bulkhead. The proposed impacts within the 30' LAMA buffer are limited to the 283 LF bulkhead where the grading is proposed to sheetflow away from the White Oak River and toward the 404 wetlands as well as the 6' Wide Boardwalks that leads to the Marina and Kayak Launch. Impacts to the Coastal Wetlands are proposed as shading only due to the same 6' Wide Boardwalks. The bulkhead Is proposed 6" away from the Coastal Wetlands line and there are no proposed excavation or fill activities proposed within the Coastal Wetlands. There is currently an old concrete slab that was once used as a boat ramp, This plan Intends to utilize this existing ramp for the proposed Kayak Launch with the only proposed addition being the 6' Wide Boardwalk over Coastal Wetlands and into the White Oak River to sufficiently enter and exit kayaks.
