The Application provides adequate assurance that the discharge of fill material into the waters of Atlantic Ocean in conjunction with the proposed maintenance dredging operation in Carteret and Onslow Counties will not result in a violation of applicable Water Quality Standards and discharge guidelines. Therefore, the State of North Carolina certifies that this activity will not violate Sections 301, 302, 303, 306, 307 of PL 92-500 and PL 95-217 if conducted in accordance with the application and conditions hereinafter set forth. Condition(s) of Certification: 1. That the activity be conducted in such a manner as to prevent significant increase in turbidity outside the area of construction or construction related discharge (increases such that the turbidity in the Stream is 25 NTU's or less are not considered significant). 2. That the material dredged shall originate from the maintenance dredging of Bogue Inlet Crossing of AIWW (Section I, Tangent G) and the Channel to Bogue Inlet, an AIWW side channel, and the access channel to the Swansboro Coast Guard Station. Violations of any condition herein set forth shall result in revocation of this Certification. This Certification shall become null and void unless the above conditions are made conditions of the Federal Permit. This the 11th day of January, 1989. From the gorge in Bogue Inlet to mile 1.9 of the Channel to Bogue Inlet, the frequency of dredging is once every 2 to 3 years, and material in the area consists of fine to medium grain sands. Between mile 1.9 of the Channel to Bogue Inlet and the AIWW, the frequency of dredging.is once every 1 to 2 years. Material in the area consists of fine and medium grain sands with some broken shell fragments. The quantity of dredged material will vary for each dredging event and could be more or less than the quantities given for FY 89. No pollutants or contaminants will be introduced, relocated, or increased. TYPE, DIAMETER- OR- CROS-S--SECTION AND LENGTH OF CONVEYANCE- OF DISCHARGE: Dredging will be accomplished by hydraulic pipeline dredge. The pipeline for beach disposal will be placed on an,accessible undeveloped portion of the beach just east of Bogue Inlet. The disposal area will extend along the beach front approximately 1 mile in an easterly direction from south of Inlet Drive (portion that runs north-south) to approximately 1,350 feet west of the southern terminus of Conch Court. See disposal limits on figure 2. Heavy equipment will be used on the beach for placement and alignment of the pipeline and to shape the material.
