PUBLIC NOTICE
MAINTENANCE DREDGING IN M7REHEAD CITY, N.C.
(Inner Harbor)
(CARTERET COUNTY)
The WILMINGTON DISTRICT CORPS OF ENGINEERS, Wilmington, North Carolina, proposes
to perform Routine Maintenance Dredging in Morehead City Inner Harbor, North Carolina.
PROJECT DESCRIPTION: The maintenance work is scheduled to begin January 1989 and
be completed within 90 days. The work will require the removal of all material lying
above the plane of 42 feet below mean low water (MLW) within the designated limits of
the channels as shown on the attached drawing. The estimated quantity of material to
be removed from the channel is approximately 350,000 cubic yards of predominately
coarse sand. The dredged material will be placed within an upland diked disposal area
on Brandt Island (south of the N.C. State Ports Authority facilities). The disposal
area (shown on the enclosed map) has been used in the past for maintenance dredging.
The material within the upland diked disposal site was removed to a depth of
approximately 20 feet below MLW in 1986 and pumped to Atlantic Beach; therefore,
disposal of dredged material during this maintenance event will be subaqueous within
the upland disposal site. The frequency of dredging for this portion of the harbor is
once every one to two years. The work was last accomplished in 1987.: There is no
development near the disposal area.
A drawing showing the proposed work and disposal areas is enclosed with this
notice.
The proposed action is within the flood plain and has been evaluated for adherence
to the requirements of Executive Order 11988,. The action maintains navigability and
helps minimize the impacts of floods on human safety, health, and welfare. In order
to assure navigability of the harbor, the proposed activity muat be located in the
flood plain. There is.enclosed a list of Federal, State, and local agencies with whom
these activities are being coordinated.
A Final Environmental Impact Statement (FEIS) related to the authorized
maintenance of Morehead City, North Carolina, was filed with CEQ on September 24,
1976.
No impacts to known archeological/historical resources or endangered species will
occur. The proposed work is consistent with the approved Coastal Management Program
of the State of North Carolina (N.C. Department of Natural Resources and Community
Development's letter of March 17, 1981•)
The proposed discharge of liquid effluent from upland diked disposal areas
resulting from the proposed hydraulic dredging, subject to review under Section 404(b)
of the Clean Water Act of 1977, is authorized by regulation 33 CFR 330.5(a)(16), dated
July 22, 1982, and the N.C. Division of Environmental Management General Certification
No. 1273 issued on November 10, 1982.
The decision whether to perform this work will be based on an evaluation of the
probable impact including cumulative impacts of the proposed activity on the public
interest. That decision will reflect the national concern for both protection and
utilization of important resources.' The benefit which reasonably may be expected to
accrue from the proposal must be balanced against its reasonably foreseeable
detriments. All factors which may be relevant to the proposal will be considered,
including the cumulative effects thereof; among those are conservation, economics,
aesthetics, general environmental concerns, wetlands, historic properties, fish and
wildlife values, flood hazards, floodplain values, land use, navigation, shoreline
erosion and accretion, recreation, water supply and conservation, water quality,
energy needs, safety, food and fiber production, mineral needs, considerations of
property ownership and, in general, the needs and welfare of the people.
Any person who has an interest which may be affected by the disposal of this
dredged material may request a public hearing. The request must be submitted in
writing to the District Engineer within 30 days of the date of this notice and must
clearly set forth the interest which may be affected and the manner in which the
interest may be affected by this activity. In order for such request to be given
appropriate consideration, it should be mailed or delivered to the U.S. Army Engineer
District, Wilmington, Post Office Box 1890, Wilmington, North Carolina 28402-1890, in
time to be received on or before November 14, 1988. All correspondence should refer
to the number and date.of this notice.
