PUBLIC NOTICE
MAINTENANCE DREDGING IN
WATERWAY CONNECTING PAMLICO SOUND TO
BEAUFORT HARBOR, N.C. (WAINWRIGHT SLOUGH)

TO WHOM IT MAY CONCERN:
The WILMINGTON DISTRICT CORPS OF ENGINEERS, Wilmington, North Carolina,
proposes to perform routine maintenance dredging in Waterway Connecting
Pamlico Sound to Beaufort Harbor, North Carolina.
PROJECT DESCRIPTION. This maintenance work is scheduled to begin in mid-
December 1988 and will require approximately 30 days to complete. The work
located in Wainwright Slough will require the removal of all material lying
above the plane of 9 feet below mean low water (MLW) within the designated
limits of the channel as shown on the enclosed drawings. The estimated
quantity of material to be removed is approximately 30,000 cubic yards of
coarse to medium sand. The dredged material will be placed within the
previously constructed mylon bag disposal area with the dredged effluent being
returned to the channel side of the disposal area. The disposal area (shown
on the enclosed drawing) has been used in the past for maintenance dredging
and has no development near it. The frequency of dredging at this site is
once every 2 or 3 years and the area was last dredged in 1986. The work will
be performed by a hydraulic pipeline dredge selected by competitive bidding.
A drawing showing the work and disposal area is enclosed with this notice.
There is enclosed a list of Federal, State, and local agencies with whom
these activities are being coordinated.
No impacts to known archeological/historic resources or endangered species
will occur.
A Final Environmental Impact Statement (FEIS) for Maintenance Dredging of
the Waterway Connecting Pamlico Sounds and Beaufort Harbor, North Carolina,
August 1976, was filed with CEQ on October 15,1976.
The proposed action is consistent with the approved Coastal Management
Program of ' State of North Carolina. Statc co asistency concurrence for
Wainwright Slough was received on August 18, 1980.

The proposed discharge of liquid effluent from upland diked disposal areas
resulting from the proposed hydraulic dredging, although subject to the review
under Section 404(b) of the Clean Water Act of 1977, has been determined to
satisfy the terms and conditions of Nationwide Permit 33 CFR 330.5(a)(16).
The discharge of material into the confined open water disposal area of
Wainwright Slough is covered by Water Quality Certificate No 1410 issued on
July 10 , 1980.
The decision whether to perform this work will be based on an evaluation
of the probable impact including cumulative impacts of the proposed activity
on the public interest. That decision will reflect the national concern for
both protection and utilization of important resources. The benefit which
reasonably may be expected to accrue from the proposal must be balanced
against its reasonably foreseeable detriments. All factors which may be
relevant to the proposal will be considered, including the cumulative effects
thereof; among those are conservation, economics, aesthetics, general
environmental concerns, wetlands, historic properties, fish and wildlife
values, flood hazards, floodplain values, land use, navigation, shoreline
erosion and accretion, recreation, water supply and conservation, water
quality, energy needs, safety, food and fiber production, mineral needs,
considerations of property ownership,and in general, the needs and welfare of
the people.
Any person who has an interest which may be affected by the disposal of
this dredged material may request a public hearing. The request must be
submitted in writing to the District Engineer within 21 days of the date of
this notice and must clearly set forth the interest which may be affected and
the manner in which the interest may be affected by this activity. In order
for such request to be given appropriate consideration, it should be mailed or
delivered to the U.S. Army Engineer District, Wilmington, Post Office Box 1890,
Wilmington, North Carolina 28402-1890, in time to be received on or before
November 25, 1988. All correspondence should refer to the number and date of
this notice.
