MAINTENANCE DREDGING IN
SILVER LAKE HARBOR, NORTH CAROLINA
(Big Foot Slough & Teaches Hole)

The WILMINGTON DISTRICT CORPS OF ENGINEERS, Wilmington, North Carolina,
proposes to perform routine maintenance dredging in the Silver Lake Harbor,
North Carolina navigation project within the Teaches Hole Channel and the Big
Foot Slough Channel.
PROJECT DESCRIPTION.
a. Big Foot. Slough Channel. The work which is scheduled to begin immediately
following completion of Teaches Hole Channel involves the removal of all
material lying above the plane of 14 feet below mean low water (MLW) within
the designated limits of the channel as shown on the enclosed drawings. The
quantity of material to be dredged is approximately 70,000 cubic yards of
coarse sand with lesser amounts of shell fragments. This routine dredging is
usually performed once a year and requires approximately 30 days to complete.
The dredged material will be placed within the sand-filled bag retention works,
which was constructed in 1980. The disposal area has been used previously and
encompasses a 12-acre area which is isolated from any development.
b. Teaches Hole Channel. The work which is scheduled to begin January 1989
involves the removal of all material lying above the plane of 14 feet below
mean low water (MLW) within the designted limits of the channel as shown on the
enclosed drawing. The quantity of material to be removed is approximately
90,000 cubic yards of medium to coarse sand with lesser amounts of shell
fragments. The dredging will require approximately 60 days to complete and is
normally performed annually. The dredged material will be disposed of on the
Ocean Beach of Ocracoke Island beginning approximately 1,500 feet northeast of
the inlet. A special use permit will be obtained from the National Park
Service prior to beach disposal. Issuance of a special use permit from the
National Park Service will be required prior to each use. The disposal area
has previously been used and is isolated from any development. The work will
be accomplished by a hydraulic pipe line dredge selected by competitive
bidding.
There is enclosed a list of Federal, State, and local agencies with whom
these activities are being coordinated.
No impacts to known archeological/historic resources or endangered species
will occur.

Section 401 (P.L. 95-217) Water Quality Certificates were issued by the
N.C. Division of Environmental Management for Big Foot Slough Channel on
November 28, 1978, Number 1276, and for Teaches Hole Channer on December 23,
1985, Number 1869.
The proposed action is consistent with the approved Coastal Management
Program of the State of North Carolina. The State of North Carolina concurred
in our consistency determination for Big Foot Slough via letter from the
Deputy Secretary of the North Carolina Department of Resources and Community
Development, dated June 15, 1980, and dated January 17, 1986, for Teaches Hole
Channel.
A Final Environmental Impact Statement (FEIS) Maintenance of the
Navigation Projects on the Sounds of North Carolina was filed with CEQ on
August 26, 1976. A Supplemental Information Report (SIR) amending the FEIS
to include dredging and disposal of Teaches Hole Channel was signed on
November 21, 1985.
The decision whether to perform this work will be based on an evaluation
of the probable impact including cumulative impacts of the proposed activity
on the public interest. That decision will reflect the national concern for
both protection and utilization of important resources. The benefit which
reasonably may be expected to accrue from the proposal must be balanced
against its reasonably foreseeable detriments. All factors which may be
relevant to the proposal will be considered, including the cumulative effects
thereof; among those are conservation, economics, aesthetics, general
environmental concerns, wetlands, historic properties, fish and wildlife
values, flood hazards, floodplain values, land use, navigation, shoreline
erosion and accretion, recreation, water supply and conservation, water
quality, energy needs, safety, food and fiber production, mineral needs,
considerations of property ownership,and in general, the needs and welfare of
the people.
Any person who has an interest which may be affected by the disposal of
this dredged material may request a public hearing. The request must be
submitted in writing to the District Engineer within 21 days of the date of
this notice and must clearly set forth the interest which may be affected and
the manner in which the interest may be affected by this activity. In order
for such request to be given appropriate consideration, it should be mailed or
delivered to the U.S. Army Engineer District, Wilmington, Post Office Box 1890,
Wilmington, North Carolina 28402-1890, in time to be received on or before
November 25, 1988. All correspondence should refer to the number and date of
this notice.
