On behalf of the owners, please find ericlat;ed, a copy of 4 map indicating tho proposed
location of a boat ramp to be placed on Lot 294 of Waverly Point Subdivision. It is our
understanding that this construction is considered a"water dependent activity" and is
therefore exempt from current rules if disturbance is the buffer is minimized.
Access to the lake is preposed as 20' wide travel lane,with a"turn-around", outside the
buffer, The total easement for the access through the buffer will be 24'.

APPROVAL of Authorization Certificate per the Neuse River Buffer Protection Rules(15A NCAC 2B .0233)
Dear Mr.Dalton,
You have our approval,in accordance with the attached conditions and those listed below,to impact 24 feet and 1,224 square feet
of buffers to install the proposed boat ramp as you described within your request dated February 6,2002 and received by this office on
February 8,2002. This letter shall act as your approved Authorization Certificate for impacts to the protected riparian buffers as
required under 15A NCAC 2B .0233(8). In addition,you should get or otherwise comply with any other required federal,state or
local permits before you go ahead with your project including(but not limited to)Sediment and Erosion Control Permit.
This approval is only valid for the purpose and design that you described in your request. If you change your project,you must
notify us and you may be required to send us a new application. If the property is sold,the new owner must be given a copy of this
approval letter and is thereby responsible for complying with all conditions. For this approval to be valid you must follow the
conditions listed in the Neuse Buffer Rules 15A NCAC 2B .0233.
Conditions:
An additional condition is that all stormwater shall be directed as diffuse flow at non-erosive velocities through the protected stream
buffers and will not re-concentrate before discharging into the stream as identified within 15A NCAC 2B .0233(5).
If you do not accept any of the conditions of this certification, you may ask for an adjudicatory hearing. You must act within 60
days of the date that you receive this letter. To ask for a hearing,send a written petition,which conforms to Chapter 150B of the
North Carolina General Statutes to the Office of Administrative Hearings,6714 Mail Service Center,Raleigh,NC 27699-6714. This
certification and its conditions are final and binding unless you ask for a hearing.
This letter completes the review of the Division of Water Quality under Section 401 of the Clean Water Act. If you have any
