Cape Hatteras Campgrounds, Inc. (KOA) owns a 7 1/2 acre
tract of land east of NC 12 in Rodanthe, Dare County. Currently
this property is functioning as a KOA campground for trailers,
tents,. etc. This site is the northern of two KOA campsites in
Rodanthe.
The site can be characterized as sandy and level having been
previously graded for the existing campground. Picnic tables,
trash cans, electric, water and sewer connections are scattered
throughout the property. A few cedars and wax myrtles are
scattered around the perimeter of the camp sites. East of the
property, the National Park Service owns land to the Atlantic
Ocean. A well-defined dune system with sea oats and American
beach grass exists on the Park Service property.
Bissell Associates, acting on behalf of Cape Hatteras
Kampgrounds, Inc., indicate the property will be developed into a
16-lot residential subdivision. Each of the proposed lots are a
minimum of 20,000 square feet with a total of 357,654 square feet
in this phase. All lots in the subdivision are located landward
of the required 210' setback line. The first line of stable
natural vegetation has not been verified to date by CAMA
officials. This will be done prior to authorizing the project.
A.six-foot wide elevated boardwalk with a minimum 500 square
foot platform on the dune is proposed for beach access from the
subdivision to the Atlantic Ocean.
ANTICIPATED IMPACTS
Approximately 7 1/2 acres of existing semi-developed
property will be graded and redeveloped into the proposed
residential subdivision. The dune system will be disturbed
during the construction of the boardwalk and platform.
