PROJECT DESCRIPTION: The applicant proposes to maintenance
dredge an existing basin and repair an existing breakwater.

The project has been reviewed to determine impacts to water
quality. The following comments have been provided.
1. The project will require a 401 Water Quality Certification.
2. The project complies with the General 401 Water Quality
Certification No. 1273 for the discharge of liquid effluent
from a diked disposal area resulting from hydraulic
dredging.
3. The proposed project should be done in such a way as to not
cause the turbidity outside the immediate construction area
to exceed 25 NTU.
This office has no objection to the project as proposed.

9. PROJECT DESCRIPTION
The project site is in New Hanover County in the Sandollar Shores
Subdivision. It lies in Myrtle Grove Sound off S.R-. 1492` just
north of Peden Point.
Sandollar Shores is an existing single family residential
Subdivision. Consisting of 21 acres total, the individual lots
average 21,000 s.f.
There is a boat basin and access channel originally cut into high
ground in 1980, bordered by marsh on the south side. This- is
bulkheaded along the perimeter on-the high ground side. The basin
is permitted to accommodate 18 boats. The original permit was
#55-80, and maintenance dredging took place in 1985.
The waters of Myrtle Grove Sound are classified i/ by the
Division of Environmental Management. The area is designated
Primary Nursery Area by the Division of Marine Fisheries, and is
,closed) to shellfishing in the project area only. The adjacent
areas are open to shellfishing. New Hanover County classifies
this area as Conservation, with no restrictions for this kind of
project.
The applicant has proposed maintenance dredging of the basin and
channel, and repair of the existing breakwater.
The boat basin is 380'x60', having shoaled in to -3' to -5' mlw.
The access channel is 640' in length, and varies from 30' to 40'
in width. At the mouth this flares to approximately 50' and
continues eastward for approximately 1501, or to the -5' mean low
water contour. The"basin and channel will be dredged to -5' mlw.
Approximately 2500 cubic yards of bottom are to be removed by
hydraulic dredge and pumped to high ground.
The existing breakwater is approximately 103' in length. The top
of the wall stops short of mean high water to allow for water
flow into the marsh. Every other piling (16' apart) extends 3'
above mean high water for ease of visibility. The breakwater
parallels the shoreline towards the mouth of the channel,
extending no more than 60' into open water. This structure is
proposed for repairs.
The spoil disposal site is a U.S. Army Corps disposal area on
Masonboro Island, across the AIWW from the project site. This
spoil area was used for this projects' spoil in 1980 and again in
1985.
The dike is located on a 2 acre site, twenty feet landward of the
coastal marsh. The base will be 12' wide, rising to 8' in
height, with a 4' top width. There is to be a stilling basin and
effluent pipe extending to the mean low water contour. This will
return the effluent to Myrtle Grove Sound. The dike is to be
vegetated for stability.

10. ANTICIPATED IMPACTS
Because the project dimensions, services, and use are to remain
the same, there is no additional impact to be expected from
maintenance of this project. 2500 cubic yards of bottom - last
dredged in 1985- will be removed. This will disturb an area of
approximately 48,400 s.f. 2 acres of previous spoil area will be
filled.

instrument under which the applicant claims title to the
affected property. If the applicant is not claiming to be
the owner of said property, then forward a copy of the
deed or other instrument under which the owner claims
title, plus written permission from the owner to carry out

sectional drawings) drawn to scale in black ink on an 8
1/2 x 11 white paper. (Refer to Coastal Resources
Commission Rule 77.0203 for a detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if 18 high
quality copies are provided by applicant. (Contact the
U.S. Army Corps of Engineers regarding that agency's
use of larger drawings.) A site or location map is a part
of plat requirements and it must be sufficiently detailed
to guide agency personnel unfamiliar with the area to the
site. Include county road (SR) numbers, landmarks, and
the like.
A stormwater management plan, if applicable, that
may have been developed in consultation with the
Division of Environmental Management.

9 CERTIFICATION AND PERMISSION

The project will be subject to conditions and restrictions
contained in the permit.

activity complies with the State of North Carolina's ap-
proved Coastal Management Program and will be con-
