8. PROJECT SUMMARY: To develop a community water access site,
including a pier 200' x 6' and a boat ramp 133' x 161; on
the highground a gravel driveway, a gazebo, an observation
deck and 3 wooden bridges in River Reach Subdivision.
9. NARRATIVE DESCRIPTION: Mr. Robert L. Koraly is the
developer of River Reach Subdivision, located near the Town
of Swansboro, on the White Oak River (above the Hwy. 24
bridge), at the end of SR 1448, known as the Mt. Pleasant
Road, in Onslow County. The subdivision was started in the
early 1980's and is maturing nicely with the completion of
several single-family residences and a number of other
houses under construction. The project site, shown as the
"common area", consists of a 1.76 ac. tract of land located
between Lots 5 & 8. The USGS Topographic Map, referenced on
the cover sheet of this report, pinpoints the project site on
the shoreline as Robinson Point. The site is owned by Mr.
Koraly being the sole stockholder of River Reach Homeowners
Association, Inc. Mr. Koraly's intentions are to develop a
water access site for the residence of the subdivision and
subsequently transfer the ownership of the property to the
homeowners. Mr. Koraly's construction company, K & K
Construction, will conduct the actual construction operation
once the necessary State and Federal permits have been
obtained. The project site has been recently cleared and
stabilized in readiness for the proposed water access
facility.
As proposed, a 10' wide marl driveway will be constructed
providing vehicular access to the property. The horseshoe
shaped road will cross a low drainage swale identified by
the COE as a 1404' wetland. Crossing the '404 areas will be
accomplished with wooden bridges. Each of the two bridges
will measure 38' long x 10' wide. An observation platform
measuring 30' long x 24' wide will be constructed on the
highground within the interior loop of the driveway.
Approximately one-half of the platform will be roof-covered,
while the remainder will be left as an open deck.
Between the highground property and the open waters of the
White Oak River, there is a 65' wide fringe of coastal marsh
grass backed by an area of 1404' wetlands averaging another
30' in width. In order to gain boat access to.the river,
the applicant proposes to construct a wooden boat ramp
measuring 133' long x 16' wide. The elevated ramp will
cross the vegetated wetlands and terminate at the water's
edge with a concrete pad measuring 16' wide x 15' long.
Water depths at the ramp should average 1' deep on MLW. The

concrete portion of the boat ramp will occupy'240 sq. ft. of
firm sand bottom within the White Oak River.
Adjacent to the proposed boat ramp on the downstream side, a
pier is scheduled for construction, the total length of
which will measure 220' long. This includes a T-head
platform measuring 20' long x 10' wide. The water depth at
the end of the proposed pier will average -2.5' on MLT.
Only the last 111' of the pier will be elevated over the
'SA' surface waters of the White Oak River. The remaining
inshore section will cross the fringe salt marsh., dominated
by black needlerush, saltmeadow hay, and a narrow fringe of
saltmarsh cordgrass. Closest to the driveway, the wooden
pier and ramp will widen as each structure crosses the 1404'
zone.
A third bridge crossing wetlands is proposed. It will
connect pedestrian traffic from the driveway area to Robinson
Point where the applicant proposes to construct a hexagonal
gazebo about 12' x 121. Little to no land disturbance is
anticipated in this area.
10. ANTICIPATED IMPACTS: The potential shallowing affect of the
proposed boat ramp and pier on the vegetated wetlands are of
significant concern. The combined dimensions over wetlands
produced by the structures measures 22' wide x approximately
90' long for a total footprint value of 1,980 sq. ft. Most
of this area is dominated by the coastal wetlands.
The 200' pier should create no hardship public navigation
along this section of the White Oak River. All other
aspects of the pier seem to be in conformance with the
required development standards.
The proposed project will generate only a small fraction of
impervious surface areas over the total 1.76 ac. tract of
land. Most of the built-upon areas, such as the wooden
pier, ramp and bridges, will allow some absorption of rain
water runoff.
CAMA REVIEW SECTION: The Onslow County Land Use Plan was
consulted in the review of this project. The Land
Classification Map clearly shows the developed section of
River Reach Subdivision as 'High Density Transition' and the
shoreline common area of the ramp and pier as
'Conservation'. The community access site appears to be
consistent with the goals and objectives of that document
where no physical constraints have been identified that

would preclude the proposed project. However, in order for
the project to be completely consistent with the Land Use
Plan, the proposed development must be consistent with the
State and Federal permit requirements.

In addition to the completed application form, the follow-
ing. items must be submitted:
A copy of the deed (with state application only) or other
int=ent under which the applicant claims title to the
affected property. If the applicant is not claiming to be
the owner of said property, then forward a copy of the
deed or other instrument under which the owner claims
title, plus written permission from the owner to carry out
the project.
An accurate work plat (including plan view and cross
sectional drawings) drawn to scale in black ink on'an 8
1/2 x 11 white paper. (Refer to Coastal Resources
Commission Rule 7J.0203 fora detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if 16 high
quality copies are provided by applicant. (Contact the
U.S. Army Corps of Engineers regarding that agency's
use of larger drawings.) A site or location map is a pan
of plat requirements and it must be sufficiently detailed
to guide agency personnel unfamiliar with the area to the
site. Include county road (SR) numbers, landmarks, and
the like.
