NARRATIVE DESCRIPTION: Applicant's property is a 6000 sq. ft. lot located at 104 Bogue Sound Drive East, Atlantic Beach, Carteret County, on a man-made canal off Bogue Sound. The property is undeveloped except for a wooden bulkhead. However, nearly every other lot in the. subdivision is bulkheaded and has an existing house. Vegetation on the lot is primarily lawn grass and an area of cleared shrubs. A fringe of Spartina alterniflora exists waterward of the 60' bulkhead. Soils on the lot are classified as Corolla - Urban Land Complex in the Carteret County Soil Survey. This is a soil typical of dredged material which has been excavated from a man-made canal. A 300 sq. ft. depression with approximately 50 sq. ft. of '404' wetlands occurs landward of the existing bulkhead. The applicant's proposed project is to backfill the existing bulkhead. 10. ANTICIPATED IMPACTS: The backfilling of the bulkhead will fill approximately 50 sq. ft. of 1404' wetlands (see attached USACOE letter). No coastal wetlands are proposed for filling. The waters of the man-made canal are closed to shellfishing by the Division of Health Services and the Division of Marine Fisheries, and are designated as 'SA' by the Division of Environmental Management. Type of fill material SAN9 8 Additional Information In addition to the completed application form, the follow- ing items must be submitted: A copy of the deed (with state application only) or other instrument under which the applicant claims title to the affected property. If the applicant is not claiming to be the owner of said property, then forward a copy of the deed or other instrument under which the owner claims title, plus written permission from the owner to carry out the project. An accurate work plat (including plan view and cross sectional drawings) drawn to scale in black ink on an 8 1/2 x 11 white paper. (Refer to Coastal Resources Commission Rule 7J.0203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue-line prints or other larger plats are acceptable only if 16 high quality copies are provided by applicant. (Contact the U.S. Army Corps of Engineers regarding that agency's use of larger drawings.) A site or location map is a part of plat requirements and it must be sufficiently detailed to guide agency personnel unfamiliar with the area to the site. Include county road (SR) numbers, landmarks, and the like. A stormwater management plan, if applicable, that may have been developed in consultation with the Division of Environmental Management. A list of the names and complete addresses of the ad- jacent waterfront (riparian) landowners. These in- dividuals have 30 days in which to submit comments on the proposed project to the Division of Coastal Manage- ment and should be advised by the applicant of that op- portunity. b. John Day Post Office Box 1501 Morehead City, North Carolina 28557 Dear Mr. Day: On August 8, 1989, you met with Mr. Hugh Heine of my staff regarding your client's plans to construct a bulkhead on a manmade canal off Bogue Sound in Atlantic Beach, Carteret County, North Carolina. Your client, Mr. Marlin Reed owns Lot No. 104 on the Bogue Sound East Road. Back in January or February 1989, my representative had delineated a small area (about 50 square feet) of 404 wetlands on the lot. As indicated during this onsite meeting, before the proposed bulkhead is backfilled, the required Department of the Army permits must be obtained. After discussing this project with Mr. David Nobles, N.C. Division of Coastal Management in Morehead City (telephone (919) 726-7021), a CAMA major permit must be obtained before this small wetland is filled. If you wish to pursue this permit activity, please contact Mr. Noble who will be processing the CAMA major permit. Questions or comments may be addressed to Mr. Heine at telephone (919) 251-4725.
