General Project Narrative:
(Description of Minimization of Water Express Design Build Bridge Replacement Project. Replacement of one bridge (46' long with timber plank floors on I-beams and timber vertical
Quality Impacts) abutments) in Watauga County. Removal of existing bridge and replacement with triple box culvert (3 @ 14' X 12' RCBC). Proposed road alignment,
typical section, and grade to be modified (per Contract Documents) within existing impervious area resulting in negligible increase in impervious area
and thus negligible water quality/quantity impacts. Proposed roadway is to be re-aligned 140' +/- downstream of existing roadway. Opportunities for
treatment were utilized to the extent practical within the project constraints. Culvert(s) designed with sills/floodplain benches to maintain buried culvert
depths and promote stable crossings. Culvert inverts to be backfilled with native materials. Storm drain outlets redirected from existing stream bank into
proposed culvert wing wall and rip-rap protection to prevent erosion of existing stream. Greenway constructed within third barrel with remainder of
alignment set to avoid impacts to JS to greatest extent possible.

Avoidance and Minimization Efforts: Culvert location and size per contract documents. Culvert Avoidance Minimization Design Guidance was used in designing the culverts. New location of
(Bridge to Culvert) culvert(s) were designed with sills/floodplain benches to maintain buried culvert depths and promote stable crossings. Culverts are to be backfilled with native
materials. Where applicable, storm drain outlets were tied into proposed culvert (wing wall) to prevent erosion of the existing stream. The existing bridge on
Tweetsie Railroad Lane will be removed and the natural floodplain is to be restored. Alignment of trail chosen to avoid JS as much as possible.
