An accurate work plat (including plan view and cross sectional drawings) drawn to scale in black ink on 8 1/2 x 11 white paper. (Refer to Coastal Resources Commission Rule 7J.0203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue-line prints or other larger plats are acceptable only if 16 high quality copies are provided by the applicant. (Contact the U.S. Army Corps of Engineers regard- ing that agency's use of larger drawings.) A site or location map is a part of plat requirements and it must be sufficiently detailed to guide agency per- sonnel unfamiliar with the area to the site. PROJECT SUMMARY: The applicant proposes to construct 233 feet of bulkhead, to replace a failing bulkhead. This would involve backfillina the areas behind the old bulkhead that support marsh AREA DREDGED FILLED OTHER. 80sg. ft. grass. •r Patterson-Peterson/Rasmussen Bio Report Page 2 SITE INVESTIGATION The applicant proposes to construct 233 feet of bulkhead in Colington Harbour two feet waterward of an old failing bulkhead. Backfill material has eroded from behind the old bulkhead through small cracks in the bulkhead. A large.washout is located along the boundary between Lots 29 and 30. The washout is 54 feet long, with a typical width of 5 feet and a maximum width of 9 feet. The margin of the washout supported Juncus roemerianus, Scirpus spp. and Ba,ccharis spp. A second large washout is located on Lot 28, about 20 feet from the boundary with Lot 27. It is 26 feet long with a maximum width of 12 feet. The edge of the washout supports a fringe Cladium jamaicense and Juncus roemerianus. The bank along the washout is vegetated with a small dense thicket including-Cladium jamaicense, Baccharis M.,- Quercus virginiana, and Passiflora incarnata. The water and marsh grasses at both washouts are isolated from the canal by the bulkhead, which has small cracks in the sheathing but no holes. ANTICIPATED IMPACTS The proposed development would fill about 80 square feet of coastal marsh fringe. The fringe is not considered significant due to its isolation from the canal. Shallow-water habitat totalling 822 square feet would also be filled. CAMA REVIEW The site of the proposed development is classified as Transition by'the Dare County LUP.
