4. Project Description and History
4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:*
Existing conditions onsite consist of a wooded parcel with a residential structure, outbuildings, and driveway. On the southern side of the property, in addition to the existing driveway
crossing (i.e. 36" CMP culvert), is an existing 42" CMP culvert. A perennial stream bisects the property, with a linear wetland within the riparian buffer, in addition to a jurisdictional non -
buffered pond ebsting onsite. General land use in the vicinity of the site is forested land and low density/rural development.

The purpose of this project is provide access for a residential subdivision.

The overall project consists of the construction of a single-family residential subdivision to include a road, five (5) residential lots with private well and septic. Specifically, there are
proposed stream and riparian buffer impacts for one road crossing/culvert extension. Proposed road crossing location is utilizing an existing culvert. Equipment typically used for
construction and earthwork such as backhoes, bulldozers, excavators, graders, pavers etc. will be utilized for this project.

E. Impact Justification and Mitigation
1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
S&EC completed a wetland delineation and Neuse River Buffer evaluation for the entire property in order to identify natural resources so that impacts
could be avoided & minimized to the maximum extent practicable. Impact #1 is a proposed road crossing/culvert extension to a perennial stream.
Proposed impacts include 46 linear feet of permanent loss for one 42" culvert that will tie to an existing 42" CMP culvert and 39 linear feet of
temporary stream impacts for construction activities. This impact is necessary to construct a road and provide access to the property. An endwall on
the downstream side of the culvert is proposed to minimize stream and riparian buffer impacts. Additionally, an existing culvert location is being utilized
to minimize stream and riparian buffer impacts. All temporary stream impacts will be brought back to pre -construction elevations and stream banks will
be stabilized.
1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
Construction techniques such as silt fence, silt fence outlets, and a pump around system will be utilized to avoid/minimize impacts to the jurisdictional
features onsite.

We have reviewed the "Draft Internal Policy, Cumulative impacts and the 401 Water Quality Certification and Isolated Wetlands Programs" document
prepared by the NC Division of Water Quality on April 10, 2004, version 2.1. The draft states that many private developments are unlikely to cause
cumulative impacts, including projects such as urban in -fill, most residential subdivisions and small commercial developments as well as agricultural
and silvicultural operations. The Greyson's Pond project is a residential development. Additionally, the project is located within the Wake County's
jurisdiction, therefore the adjacent properties that have potential for development will have the following regulations to protect downstream waters: 1)
the Neuse River Basin Riparian Buffer Protection regulations, these regulations require limited development within the riparian buffer area, in addition
to "diffuse flow' requirements, and could require Best Management Practices that control nitrogen if diffuse flow cannot be achieved; 2) the Water
Supply, Watershed Protection Program which limits development densities as well as requires protective riparian buffers and finally 3) the Phase II
NPDES Stormwater Permit Program, this program includes permitting requirements for Municipal Separate Storm Sewer Systems (MS4s) in addition to
post -construction stormwater management requirements. We anticipate that the NCDWR will advise us if any additional information is needed.

6.PERFORM STREAM WORK IN ACCORDANCE WITH THE PLANS.
7.EXCAVATE ANY ACCUMULATED SILT AND DEWATER BEFORE REMOVAL OF
IMPERVIOUS DIKES. REMOVE IMPERVIOUS DIKES, PUPS AND TEMPORARY
FLEXIBLE HOSE. (DOWNSTREAM DIKES FIRST).
8.PUMP AROUND AREA TO BE STABILIZED WITH MATTING AT THE END OF EACH
WORK DAY. THE IMPERVIOUS DIKE LOCATIONS AS SHOWN ON THE GRADING
SHEET SHOW THE UPPER AND LOWER EXTENT OF WORK FOR EACH STREAM
SEGMENT. THE CONTRACTOR IS RESPONSIBLE FOR DETERMINING THE
LOCATION OF THE IMPERVIOUS DIKES FOR EACH DAYS WORK.
9.REMOVE DIRT BAG AND PROPERLY DISPOSE OF CAPTURED SEDIMENT AND
DIRT BAG. STABILIZE DISTURBED AREA WITH SEED AND MULCH. PROPER
REMOVAL OF DIRT BAG SHALL BE CONSIDERED A SITE SPECIFIC CONSTAINT.
