8. PROJECT SUMMARY: The applicant proposes to construct a 35' long
pier 6' wide with associated tie-off pilings extending another
20' offshore.

9. NARRATIVE DESCRIPTION: The applicant's property consists of
an approximately 0.7 acre tract of land which is located on
the south side of the Lennoxville Road (NCSR 1310), and
adjacent to Taylor's Creek, near the Town of Beaufort,
Carteret County. The applicant has received a Minor CAMA
Permit and is presently building a house on the property.
The property is cleared with the exception of several large
oak trees. Elevation on the upland area of the lot is
approximately 5.5' above MSL. Along the shoreline of
Taylor's Creek, the highground is separated from the water
by a recently installed bulkhead and an approximately 20'
border of coastal wetlands consisting primarily of Spartina
patens and Spartina alterniflora marsh.
The applicant is proposing to construct a pier 35' long x 6'
wide with a 'L' measuring 25' long x 3' wide, plus another
'L' measuring 40' long x 5' wide. Between these two (2)
L's, there will be a gazebo measuring 100 sq. ft.. Tie-off
pilings are also proposed 20' off from the end of the pier
with a total distance of 55' of pier and pilings extending
into Taylor's Creek.

Taylor's Creek is classified by the Division of
Environmental Management as 'SC' waters, and is closed to
the harvesting of shellfish by the Division of Marine
Fisheries.
The proposed pier would be greater than 15' from either
property line. The proposed pier and mooring pilings would
not exceed the pier head alignment in the area. The
proposed pier and associated tie-off pilings will not extend
into Taylor's Creek more than one-third the width of
Taylor's Creek at the site, and would not interfere with the
established channel for navigation in the area. A major
CAMA permit is being required for this project due to the
water depths at the end of the proposed pier (-8' MLW) and
the location of the federally maintained channel in Taylor's
Creek.
10. ANTICIPATED IMPACTS: The applicant is presently
constructing a house on the property which would be used for
private use only. Sewage disposal will be accomplished by a
septic tank system with nitrification lines. Water will be
supplied by an individual well. Some bottom disturbance

would occur from the placing of the pilings for the pier and
the associated tie-off pilings. The pier and associated
tie-off pilings would not exceed pier-head lengths in the
area. The pier and associated.tie-off pilings will not
extend more than one-third the distance of Taylor's Creek in
the area and should accommodate three (3) boats.

8 Additional Information
In addition to the completed application form, the follow-
ing items must be submitted:
A copy of the deed (with state application only) or other
instrument under which the applicant claims title to the
affected property. If the applicant is not claiming to be' the owner of said property, then forward a copy of the
deed or other instrument under which the owner claims
title, plus written permission from the owner to carry out
the project.
An accurate work plat (including plan view and cross
sEctional drawings) drawn to scale in black ink on an 8
1/2 x 11 white paper. (Refer to Coastal Resources
Commission Rule 7J.0203 for a detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if 16 high
quality copies are provided by applicant. (Contact the
U.S. Army Corps of Engineers regarding that agency's
use of larger drawings.) A site or location map is a part
of plat requirements and it must be sufficiently detailed
to guide agency personnel unfamiliar with the area to the
site. Include county road (SR) numbers, landmarks, and
the like.
A stormwater management plan, if applicable, that
may have been developed in consultation with the
Division of Environmental Management.
A list of the names and complete addresses of the ad-
jacent waterfront (riparian) landowners. These in-
dividuals have 30 days in which to submit comments on
the proposed project to the Division of Coastal Manage-

9 Certification and Permission
