ADJACENT WATER BODY: Old Sound Creek CLASSIFICATION: SA STATUS: Open The project has been reviewed to determine impacts to water quality. The following comments have been provided. 1. The project will require a 401 Water Quality Certification. 2. The project complies with the General 401 Water Quality Certification No. 1663 for the placement of rip-rap. 3. The proposed project should be done in such a way as to not cause the turbidity outside the immediate construction area to exceed 25 NTU. This office has no objection to the project as proposed. Project Summary Applicant proposes to continue existing rip-rap revetment along shoreline of Old Sound Creek to extent of existing adjacent highground. Ocean Isle Developing Company Page Two 9. PROJECT DESCRIPTION The project is located along the shorelines of Old Sound Creek (Eastern Channel) at the western end of Ocean Isle Beach. There is an existing rip-rap revetment to the east of the project site extending along the creek bank. The revetment approximates the mean high water contour except at the extreme western end where it tails off below the mean high water contour a significant distance (15' - 20'). There are existing homes located along the property just east of the project site. Through intense passive dune building activities the applicant had until recently brought about the accumulation of sand and vegetation growth between the project site and the water of the Atlantic Ocean. The recent hurricane event has washed across the majority of this area removing much of the accumulated sand. The adjacent water of Old Sound Creek (Eastern Channel) are classified as SA open and are not designated as a primary nursery area. The applicant proposes to install approximately 360' of new rip-rap. This will be in a (16' wide band and with the toe located from 2' - 5' waterward of the mean high water contour. Approximately 420 cubic yards of rip-rap will be used. In order to place the rock he proposes to grade the slope of the bank to a 4:1 slope and then place filter cloth underneath the material for better stability. 10. ANTICIPATED IRPACTS The applicant was recently issued a general permit to place rip-rap in this location. Unfortunately he failed to obtain permission to grade the bottom but did so any way. He was required to restore the area to pre-project conditions. This is a very dynamic area and the shoreline is subject to continuing subtle changes. At the time the project area was surveyed the distance from the existing rip-rap to the end of vegetated highground was approximately 360'. This distance may have been altered by the recent hurricane. We would suggest that the placement of the revetment be established by Division personnel just before construction. Although not stated as a project use, the applicant has developed the adjacent oceanfront' property within close proximity to the project. The inlet hazard area AEC exists along the oceanfront.
