The new SRLS and its associated pipelines have been divided into separate contracts. The SRLS contract has a longer construction duration and needs to be permitted prior to the pipelines. The Southeast Regional Gravity Sewer, Force Main and Water Main contract application will therefore be submitted under a separate submittal. Pro'ect Description The new SRLS will serve an area bounded by US 98, HWY 70, Sherron Rd and the Durham County line. The area is currently served by five existing lift stations, which convey flow to the North Durham Water Reclamation Facility (NDWRF) through the Lick Creek Pump Station (LCPS) located in the adjacent Little Lick Creek Drainage Basin, or by pumping directly into the LCPS force main. As part of this project, three (3) of these lift stations will be eliminated and their basins will flow by gravity into the new SRLS. The remaining lift stations will stay in service but will discharge into interceptors for conveyance to the SRLS. The City of Durham expects significant development in the SRLS sewershed and the SRLS has been designed to convey these additional flows as the development occurs. The SRLS will convey flow through the SRLSFM to the LCPS effluent force main. Expected flows for the SRLS are 10 mgd for Phase 1 and 23 mgd for Phase 2. The SRLSFM Ph. 1 will convey flows to the LCPS effluent force main for the duration of Phase 1, Phase 2 of the project includes the extension of the SRLS Force Main to the NDWRF. The Phase 2 SRLS force main will be needed when total flows from the Lick Creek Pump Station and SRLS exceed approximately 22 mgd. The Phase 2 FM will be interconnected with the LCPS FM allowing both pump stations to utilize the new force main, providing system redundancy and flexibility and also facilitating improvements/replacement of the existing LCPS FM. hazenandsawyer.com Hazen The LCPS will be upgraded as part of this project but is deemed permitted because the firm capacity of the pump station will remain this same (12 MGD). Hydraulic calculations for the LCPS are included in this application. Encroachments/Permits Encroachments and permits in progress include the following: • Sedimentation and Erosion Control • NCDOT Driveway Permit • City of Durham Site Plan Permit Additional permits will be required for Southeast Regional Gravity Sewer, Force Main and Water Main contract and will be submitted with their permit application. The completed application (SSEA 04-16) we received is for a full technical review of the project, and not a fast track permit application (FTA 04-16). Is this project eligible for the fast track process? If so, we'll review the application and issue the permit from this office (Raleigh Regional Office). If the project is not eligible for the fast track process, and a thorough review of the project is required, the central office will review the application and issue the permit. Let us know how to proceed for this project. If it's fast track eligible, we'll need the FTA 04-16 and associated FTSE form. See reg below: 1SA NCAC 02T .0304 APPLICATION SUBMITTAL (a) Application for permits pursuant to this Section shall be made on forms provided by the Division. (b) Applications shall not be submitted unless the Permittee has assured downstream sewer capacity. (c) For pressure sewers, vacuum sewers, STEP systems and other alternative sewer systems discharging into a sewer system, the Permittee, by certifying the permit application and receiving an issued permit, agrees to be responsible for all individual pumps, tanks, service laterals and main lines as permitted. The line from a building to the septic or pump tank is excluded from this responsibility. This does not prohibit the Permittee from entering into a service agreement with another entity. However, the Permittee shall be responsible for correcting any environmental or public health problems with the system. (d) For sewer extensions involving gravity sewers, pump stations and force mains or any combination thereof that do not require an Environmental Assessment pursuant to 15A NCAC 01C .0408 (except for low pressure sewers, vacuum sewers and STEP systems discharging to a sewer system), are not funded through the Division's Construction, Grants and Loans Section, and where plans, calculations and specifications and other supporting documents have been sealed by a professional engineer, application may be made according to the fast -track permitting process. (e) Projects involving an Environmental Assessment per 15A NCAC 01C .0408 or are funded through the Division's Construction, Grants and Loans Section must be submitted for a full technical review on application forms provided by the Division. An application for sewers involving an Environmental Assessment shall not be considered complete until either a Finding of No Significant Impact or Record of Decision is issued. Item Vill. of the application notes the design flow of the pump station is 10 mgd and the operational point of the pump(s) is 2315 gpm. 1. It appears from the design calculations submitted that 3 pumps will be operational for a design flow of 6944 gpm. Please confirm this. The design flow for the lift station is 10 mgd. We used the conversion of 694.4 gpm per mgd, which is how we calculated 6944 gpm. When this is divided by 3, it results in 2314.67 gpm, which we rounded to 2315 gpm per pump. Please let me know if you need a revised copy of the calculations with more significant digits for the design flow. 2. What are the total # of pumps that will be installed at the PS? The pump station will have six total pumps. Two pumps will be low flow pumps that do not contribute to firm capacity of the station. The four high flow pumps will provide the lift station's firm capacity (3 duty high flow pumps, 1 standby high flow pump). 3. Is the 6944 gpm the design flow for the pump station with the largest pump out of service? Yes, 6944 gpm is with three high flow pumps in service and one of the high flow pumps out of service.
