RECAN Serntary LINDA CULPEPPER Interim Djrrc tar NORTH CAROLINA Environmental Quality December 7, 2018 DWR # 18-1501 Wake and Harnett County CERTIFIED MAIL: 7015 0640 0007 8168 8001 RETURN RECEIPT REQUESTED Marie Coble 6053 Wilora Lake Road, Room 306 Charlotte, NC 28212 Subject: REQUEST FOR ADDITIONAL INFORMATION Coble Farm Subdivision Dear Ms. Coble: On November 1, 2018 the Division of Water Resources (Division) received your application dated October 31, 2018, and payment on November 6, 2018 requesting a 401 Water Quality Certification from the Division for the subject project. The Division has determined that your application is incomplete and cannot be processed. The application is on -hold until all of the following information is received: Please provide more details regarding avoidance and minimization of wetland impacts for this project. [15A NCAC 02H .0506(f) and (g)] This Office believes that the wetland impact labeled on the plans as Wetland Impact #1 A, B, and C can be reconfigured to minimize the impacts to the wetland. The wetland impact of 225 square feet on the western side of Coble Farms Drive appears to be part of the stormwater control facility. Wetland impacts are not allowed for the construction of stormwater control facilities. Please reconfigure the rip rap outlet dissipater to eliminate this impact. It appears that the retaining walls could be moved further in towards the Coble Farms road crossing to minimize the impact to the wetland. Please revise the plans to minimize the impacts or provide a detailed explanation of why this plan for the activity cannot be practically accomplished, reduced or reconfigured to better minimize disturbance to the wetland. The wetland impact labeled as Wetland Impact #3 A on the plans does not appear to be necessary. Please eliminate this impact or provide additional information as to why it is necessary for this project. Pursuant to Title 15A NCAC 02H .0502(e) the applicant shall furnish all of the above requested information for the proper consideration of the application. Please respond in writing within 30 calendar days of receipt of this letter by sending one (1) copy of all of the above requested information to the 401 & Buffer Permitting Branch, 1617 Mail Service Center, Raleigh, NC 27699-1617 OR by submitting all of the above requested information through this link: https:/Iedocs.deg.nc.gov/Forms/Supplemental-Information-Form (note the DWR# requested on the link is referenced above). If all of the requested information is not received within 30 calendar days of receipt of this letter, the Division will be unable to approve the application and it will be returned. The return of this project will necessitate reapplication to the Division for approval, including a complete application package and the appropriate fee. Please be aware that you have no authorization under the Section 401 of the Clean Water Act for this activity and any work done within waters of the state may be a violation of North Carolina General Statutes and Administrative Code.
