Project Summary The applicant proposes to construct a 50 ft. bulkhead, at or above m . h . w . and landward of all coastal wetlands, along his property adjacent to the AIWW. This bulkhead ali,nment would normally be exempt from the permitting process, however, the signatures of no objection from adjacent riparian property owners could not be obtained by the applicant as required for exemption authorization. Meacham Page two PROJECT DESCRIPTION FAST TRACK - EXPEDITE The project is located off SR #1229, on Lot 23, Section D of Howell Point Subdivision, in the Sunset Harbor community of Brunswick County, North Carolina. The lot dimensions are 50.0' x 301.2' x 50.0' x 318.8', and the southern footage (50 ft.) is adjacent to the AIWW. The highground property consists of the existing single-family residence and yard area. The waterward edge of the property exhibits accelerated erosion along a 4 foot embankment. The embankment has been severely undercut by the wave action of boat traffic and numerous highground trees and shrubs have fallen onto the estuarine shoreline. The estuarine shoreline consists of 5-10 feet of unvegetated sand landward of a 25-30 feet border of smooth cordgrass (Spartina alternaflora) marsh. The landward side of this smooth cordgrass border is irregular and patchy, but it becomes more dense and uniform toward the middle and waterward side. On the eastern side of the property, landward of the smooth cordgrass border, there is a small area of Spartina patens (approximately 50 s . f .) . The Spartina patens appears to be in a declining state, probably due to the increased frequency of flooding and the siltation resulting from the sheet erosion of the embarkment. This state of decline is further evidenced by the encroachment of individual plants of Spartina alternaflora becoming established and interspersed within the Spartina patens area. The AIWW is approximately 400-450 feet wide at this location and is classified SA by the Division of Environmental Management. The waters are open to shellfishing, but are not designated nursery areas by the N. C. Division of Marine Fisheries. The applicant proposes to construct 50 feet of treated wood bulkhead along the southern edge of his property adjacent to the AIWW to protect the shoreline from further erosion. The proposed bulkhead alignment is at the base of the erosion escarpment, above the mean high water line, and landward of all coastal wetlands. This alignment would normally be exempted from the permitting process (07K . 203) , but the applicant was unable to obtain the required signature of no objection from one of the adjacent riparian property owners. The bulkhead would be constructed in conjunction with a new bulkhead being installed by the applicant's riparian neighbor to the west, who has already received permit exemption authorization from this office. The applicant did not include any fill information on his application, however, it is estimated there would be approximately 15 cubic yards of fill material placed landward of the bulkhead to landscape and grade this upland area. 10. If the applicant is not claiming to be the owner of said property, then forward a copy of the deed or other instrument under which the owner claims title, plus written permission from the owner to carry out the project, An accurate work plat (including plan view and cross sectional drawings) drawn to scale in black ink on'an 8 112 x 11 white paper. (Refer to Coastal Resources Commission Rule 7J.0203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue-line prints or other larger plats are acceptable only if 16 high quality copies are provided by applicant. (Contact the U.S. Army Corps of Engineers regarding that agency's use of larger drawings.)
