A ,copy of the deed (with state application only) or other
instrument under which the applicant claims title to the
affected property. If the applicant is not claiming to be
the owner of said property, then forward a copy of the
deed or other instrument under which the owner claims
title, plus written permission from the owner to carry out
the project.
An accurate work plat (including plan view and cross
sectional drawings) drawn to scale in black ink on an 8
1/2 x 11 white paper. (Refer to Coastal Resources _"
Commission Rule 71.0203 fora detailed description;)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if 16 high
quality copies are provided by applicant. (Contact the
U.S Army Corps of Enginee s:regarding=-that agency's

to guide agency personnel unfamiliar with the area to the

8. PROJECT SUMMARY: Applicant proposes to construct 70 ft. of wooden
bulkhead an average of 3ft. waterward of the NWL along his shoreline
on a man-made canal.

Site Description
The applicant owns .24 acre lot .(701 x 150' ) on a man-made
canal in Holiday Island, Perquimans County. The lot (#N-20) is
located on Buckhorn canal.
The canal is considered estuarine/Public Trust waters and
enters the Albemarle Sound.
The lot lies approximately 4 ft. above MHW of the canal.
Vegetation on the. lot consists primarily of Festuca arundinacea
(Tall Fescue), Paspalum dilatatum (Dallis grass), Cynodon.
dactylon (Bermuda grass) and patches of Juncus effusus
(Soft-needle rush). There are several Pinus taeda, (Loblolly
Pines) on the front and rear portions of the lot. In addition to
the pines the estuarine shoreline has a few Liquidambar
styraciflua (Sweetgum), Betula ni ra (River birch), and Acer
rubrum (Red Maple) trees. Understory on the canal banks consists
of Phragmites communis (Giant Reed), Smilax sp. (Catbriers), and
Lonicera sp. (Honeysuckle).
Surface soil texture on the lot is sandy. The subsoil is
clay. Lying in the front half of the applicant's lot is a "wet
pocket", approximately 1500 sq. ft., soil covered with Juncus
effusus (Soft-needle rush) and standing water.
The applicant proposes to construct a: 70' treated wood
bulkhead along his,,-canal shoreline, which he claims has an
average annual erosion rate of l ft. He proposes aligning his
bulkhead an average of 3 ft. waterward of the normal water line.
The depth of the canal along this alignment averages 32 feet.
He estimates that it will require 31 cubic yards of soil to fill
in behind the proposed bulkhead.
Anticipated Impacts
This project.will have minimal, impact on the environment.
No wetlands are involved. Approximately 210 sq. ft. of shallow
water habitat will be lost. No°submerged aquatic vegetation will
be lost. Construction will cause minimal temporary turbidity.
CAMA Review
This project is consistent with the Perquimans County Land
Use Plan.
