Also proposed is maintenance dredging of an existing boat basin. Landmark Properties Page two 9. PROJECT DESCRIPTION The project site is located on Saint Joseph Street, along the Carolina Beach Yacht Basin, Carolina Beach, New Hanover County. The Commercial lot consists of approximately 1.7 acres. The site can be reached by taking SR 421 south to Carolina Beach, then turn left at the first light after crossing the bridge and north on Saint Joseph Street. The high ground of the proposed site consists mostly of Newman sand and dredge spoil, with a few pines and oak trees and upland grasses. There is an existing drain pipe(that is no longer functioning) along the southern boundary which terminates into a drain ditch connected to the basin (see blue line). This ditch consists mostly of Spartina alternaflora marsh. There is an existing bulkhead that extends along the shoreline of the property. The waters in this area are classified as SC and are closed to the taking of Shellfish. The applicant proposes to develop the property and to construct 2 floating docks on the north side measuring approximately 114' long x 6' wide, also proposed is a wet slip dock on the south side which will measure approximately 116' x 6' with a right hand 90 degree el measuring 30' x 4' extending southward at the waterward end of the dock. Originating approximately 8' from the existing bulkhead, this dock will be accessed by a proposed hinged ramp. Pilings will be placed 30' south of this dock and placed 13' apart serving as mooring pilings. This will provide eight 30' wet slip. A portable pumpout station with holding tanks will be located on the el at the end of the dock. A fuel tank and pump are also proposed, and will be located near the northeast corner of the property. A dry stack storage building measuring approximately 100' x 2001, to accommodate approximately 160 boats ranging in size from 18' to 30' is also proposed. (See attached plans) Other features proposed include a service shop, 75' x 36', and an office, 48' x 36'. The parking lot/launch area - located to the west, south and east of the dry storage building, will be asphalted to accommodate 47 parking spaces. Finally, a concrete pad measuring approximately 21' x 66' will be located adjacent to the bulkhead to provide support for the boat lift. Also proposed, is the maintenance dredging of the basin area to its original depth of -4 mlw. Approximately 300 cubic yards of silt/sand material will be excavated and confined behind the bulkhead. 10. ANTICIPATED IMPACTS The project as proposed will cause to be consumed approximately 4500 sq. feet of open water. There will be some short term turbidity. If the project is scheduled so as to avoid records of peak biological activities and proper control is used on the dredge spoil effluent, no significant impact is expected on coastal resources.
