A FIELD INVESTIGATION REPORT - SETH HILLER, CARTERET COUNTY PAGE #2 9. NARRATIVE DESCRIPTION: The property consists of one (1) 2 acre tract (Lot #5) in Smithwick Subdivision which has been subdivided into two (2) 1 acre lots. The lots are located at Lennoxville Point, at North River and Taylors Creek, Beaufort, Carteret County, NC. The property is at the end of SR 1310. The lots are sandy loam and are vegetated by large live oak trees and various grasses. The only existing man-made feature on the tract is a wooden bulkhead. The applicant's proposed project is to build a common dock for the two (2) lots. As proposed, the project consists of an 875 sq. ft. deck in the landward center of a 75' x 6' pier and a 135' x 6' pier. The 75' pier is proposed with two (2) tie pilings 20' out from the pier, thus, the total distance offshore will be 95' into Taylors Creek. The 135' x 6' pier is on the North River side of the property, and actually will extend only about 110' offshore since it runs from the shoreline at an angle. The applicant is also proposing to construct two (2) single-family homes on the highground, each about 2,300 sq. ft. These will later be permitted as minor development, or as a permit modification. 10. ANTICIPATED IMPACTS: The 95' pier (includes tie pilings) on Taylors Creek may cause some navigational problems. Also, the pier located 110' out into North River may cause some navigational interference. There is a small boat channel here which is constantly changing due to shoaling in North River. The project, as proposed, would occupy 2735 sq. ft. of public trust waters. The waters of Taylors Creek and North River, at this project site, are closed to shellfishing by the Division of Health Services and classified as 'SC' by the Division of Environmental Management.
