NARRATIVE DESCRIPTION: The applicant owns property in Pamlico County, known as Fork Point Subdivision II, Lot #17, on Brown Creek,.off of Broad Creek. Directions to the property would be at Merritt, go to the end of SR 1322, turn left on SR 1321, go approximately 1.5 miles, turn right on Fork Point Road, go to the end of Fork Point Road, turn left, go approximately 1351, turn right, lot is on the right, Lot #17, (the lots are numbered). When you get to the lot, the driveway goes in and then forks, you take the right-hand side fork, it goes to the water. The lot is approximately 2 ac. in size and is vegetated primary with pine trees and shrubs. The shoreline is characterized as having an approximate 2' high bank and is void of wetlands vegetation. The applicant proposes to build a 82' long x 5' wide pier with a 16' long x 8' wide 'T' with 4 mooring pilings extending out approximately 10' beyond the 'T'. The dock would be for the private use of the applicant and would accommodate one (1) boat to be permanently moored.. A major permit is required for this project due to the fact that at the end of the pier, the NWL depth would be at 51, which exceeds the 4' requirement. Brown Creek, at the project site, is approximately 1,000' wide. Since the pier length is proposed to be only 82', this would be well within the one-third of the channel distance rule. A pier located on the adjacent Lot #1, Section 1, is 82' long but has no 'T' or tie-off pilings. If the pier is installed with the 'T' and tie-off pilings, the proposed pier would be longer than the established pier length in the area. Brown creek is classified as a Primary Nursery Area by the Division of Marine Fisheries. Brown Creek is classified as 'SA' waters by the Division of Environmental Management, and are closed to the harvesting of shellfish by the Division of Marine Fisheries. 10. ANTICIPATED IMPACTS: Only short-term, minor bottom disturbance is expected when placing the pilings in the water for the installation of an 82' long x 5' wide pier with a 16' long x 8' wide 'T', plus tie-off pilings. If the applicant is not claiming to be the owner of said property, then for- ward a copy of the deed or other instrument under which the owner claims title, plus written permis- sion from the owner to carry out the project. An accurate work plat (including plan view and cross `s ctiona swings) drawn to scale in black ink on 8 V2 x 11 white paper.- (Refer to Coastal Resources Commission Rule 7J.0203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue-line prints or other larger plats are acceptable only if 16 high quality copies are provided by the applicant. (Contact the U.S. Army Corps of Engineers regard- ing that agency's use of larger drawings.) A site or location map is a part of plat requirements and it must be sufficiently detailed to guide agency per- sonnel unfamiliar with the area to the site. Include county road (SR) numbers, landmarks, and the like. A stormwater management plan, if applicable, that may have been developed in consultation with the Division of Environmental Management. A list of the names and complete addresses of the adjacent waterfront (riparian) landowners. These individuals have 30 days in which to submit com- ments on the proposed project to the Division of Coastal Management. The applicant must advise the adjacent landowners of this opportunity by sen- ding a copy of the permit application to them by registered or certified mail.
