Project Summary Ap plicant proposes to construct a pier 48' in length and 5' wide to a floating dock 16' x 8'. Martin Gotte Page Two 9. Project Description The area in which the project is proposed is just south of Whiskey Creek, New Hanover County, adjacent to Masonboro Sound. The area. is all residential, single family homes There is a one story house existing on the lot. The lot is approximately 155' by 126' and averages 2' above normal water level. 143' borders the water. The cove on which the property lies is approximately 800 feet across. The area is classified SA by the Division of Environmental Management, designated Primary Nursery Area by the Division of Marine Fisheries and closed to the taking of shellfish. The applicant is proposing a pier for water access. The project as proposed is 5' wide and 48' long, with a ramp down to a floating dock 16' x 8' . This would cross and be elevated over 90 s.f. of Spartina alterniflora, Because of the lay of the land in the area, the standard riparian corridors would have property owners crossing each other. Therefore, the corridors were re-drawn to allow all owners access to water. The new corridors run from the properties bordering the sides of the cove, into the cove at an angle, and then join the corridor running perpendicular back from the AIWW. The total length of the proposed pier and dock is 68', and ends in 0-1'mlw. The pier would span Spartina alterniflora for 18' and the extent of 30' would be over open water. The dock would also be over open water. The project would end 1000'-1- from the near edge of the federally maintained channel. The applicant has agreed to construct the pier parallel to the new corridors, and 15' from the neighboring corridors and property lines. He has also kept the dimensions of the project far less than allowable according to the CAMA Regulations in order to allow skiers to continue using the cove without obstruction. The project is well within the 1/3 rule and consistent with both the depth and length requirements for a general permit. However, the neighbor to the east, on the point of the cove, refuses to give his signature of no objection. I have spoken with the neighbor, and have received no valid objection to the project. His objections to me have been strictly personal against the applicant, and in response to an unsatisfactory encounter he had with a CAMA employee five years ago. This neighbor now has a pier and dock housing a 36' boat. 10. Potential Impacts The project would shade approximately 90 s.f. of Spartina alterniflora coastal marsh, and would incorporate 292 s.f. of public trust water.
