The project will be subject to condi- tions and restrictions contained in the permit. PROJEC'T' DESCRIPTION The project location is a vacant lot, .05 acre in size. It lies in a commercial area occupied by restaurants and seafood retailers on Airlie Road in New Hanover County. The adjacent body of water is the AIWW. The lot is approximately 2'-7' above mean sea level and vegetated with common high ground species. There is an abrupt escarpment, where the "404" type species occur. This area is vegetated mostly with Borrichia frutescens. This occurs for approximately 6' waterward. From here, the coastal marsh begins. This marsh of Spartina alternaflora is adjacent to the property for about 65' waterward. There is then a channel of open water with a marsh island beyond it. The channel is connected to the AI«d, parallel to it, and approximately 110' wide. The channel is widely used by boaters docking at the Bridge Tender Marina next door. The Spartina alternaflora island extends approximately the length of the applicant's property and the adjoining Bridge Tender Marina property. It is about 70' wide and is adjacent to the AIWW. The waterway at the project site is approximately 500' wide, is classified SC by the Division of Environmental Management, is closed to the taking of shellfish, and is not designated a nursery area by the Division of Marine Fisheries. The proposed project consists of a bulkhead, walkway, pier, deck and floating dock. The intended use is to serve the residential community across the street from the project. On one side of the project. is the Bridge Tender Marina and pier. On the other side is a seafood house and pier. The bulkhead is to be approximately 70' in length, and has been flagged behind all coastal marsh and at or above the mean high water mark. The applicant desires to construct the bulkhead 6' waterward of the flagged alignment. All fill material will be of clean sand and contained behind the alignment. A walkway is proposed to be connected to the bulkhead running parallel to it. This walkway would be 6' wide and 47' in length. The pier for water access will begin on the walkway at midpoint and cross the 65' of marsh before coming to open water. It will then be elevated approximately 14' above mhw to allow for boat traffic through this 110' wide channel. The pier will then cross another 70' of marsh before joining the AIVA4. At this point it will connect to a covered deck, 16' x 24'. This deck has a 6' x 6' area attached to the side on which to connect a ramp to a floating dock, 16' x 40'. All of this dockage is over open water. There are 2 mooring pilings to allow for temporary dockage of boats. There is to be no fuel service of any sort. The entire project will be 15' off the riparian property lines and corridors. The total length of the project after reaching open water is approximately 200'. The project meets the established pier length of the area and terminates 85' landward of the near bottom edge of the federally maintained channel. Adjoining this bulkhead will be a parallel walkway, lie then plans to build a pier across the marsh to the open water to the AIWW, adjoining a dock and floating dock to service a planned community across the street. Filled Other J. B. Gerald Page three 10. POTENTIAL IMPACTS The pier will shade approximately 810 s.f. of Spartina alternaflora marsh. 'Flip open water portion of the pier coverage, with the deck and dock will incorporate approximately 1380 s.f. of public trust water. The bulkhead as proposed will incorporate approximately 300 s.f. of "404" wetlands - specifically Borrichia frutescens with sparse Spartina alternaflora. The walkway as proposed will shade approximately 282 s.f. of Spartina alternaflora marsh.
