PROJECT SUMMARY: The applicant is proposing to perform maintenance excavation within two manmade canals and to construct additional piers for commercial fishinq vessel moorinq. Environmental settin The applicant, Engelhard Seafood, which is owned and operated by Mr. Michael Meekins, owns a 57 acre tract of land within the Town of Engelhard on SR 1101 adjacent to Far Creek in Hyde County. Located on the property is an existing seafood business which primarily buys and sells fish, shrimp etc. Existing sanitary wastewater facilities consist of one outhouse. Drinking water is supplied by a well and by two lines which are connected to the county system. The business has an existing NPDES permit, No. NC0076481, which covers washdown of existing facilities. Located to the west of the business are two manmade canals, both of which are connected to Far Creek which is located to the north of the business. The canal nearest the building is + 470' in length, + 30' in width, and has a depth of + 2' at normal water. The second canal which is located to the west of the first canal is + 460' in length, + 24' in width and also has a depth of + 21 at normal water. The applicant's property line extends down the center of this canal. Both canals are filled with various debris which mainly consists of old boats and deteriorated pilings. The peninsula of land between the two canals is highground, and has been used historically for spoil placement from canal excavation. One small area which is vegetated with coastal wetlands (Distichlis spicata and Juncus roemerianus) is located on the peninsula adjacent to SR 1101. Immediately north of the existing business is Far Creek, which is classified as a primary nursery area by the N.C. Division of Marine Fisheries and is classified as "SC" waters by the N.C. Division of Environmental Management. The creek is used extensively by commercial vessel traffic. Far Creek has a federally maintained channel which at the present time has a depth of approx- imately 14' at normal water. At the present time the business has + 180' of mooring pier which is located near the NWL and which extends parallel to the creek. This length of pier can moor approximately 6 vessels. Underneath the pier is located a deteriorated bulkhead which is also aligned near the NWL. The majority of the 57 acres which is owned by the applicant is a recently pur- chased tract, located to the east of the existing business. This land is uncleared and consists of wooded areas on which the U.S. Army Corps of Engineers has made no 404 jurisdiction determination, and of large areas of coastal wet- lands which are dominated by Juncus roemerianus. The applicant is proposing no development within these areas. Project proposal The applicant is proposing the following: (1) The placement of a bulkhead across the landward end of the canal nearest the business. This action will retard erosion into the shoulder of SR 1101 and will increase the turning radius into the business' driveway. The bulkhead will be 35' in length and will average 12' beyond the NWL and will be 15' beyond the NWL at the furthest point. A culvert will be placed through the bulkhead so that road drainage can continue. (2) The maintenance excavation of the two canal systems. The first canal will be excavated to a length of + 470', a width of + 30' and to a depth of -6' at Page 2 normal water. The second canal will be excavated to a length of 460', a width of + 12' and also to a depth of -6' at normal water. Only one-half of the width of this canal will be excavated since the applicant's property line extends down the center of the canal. Spoils from both canals will be placed on the highground portion of the peninsula between the two canals. (3) The construction of + 923' of 6' wide pier within the two canals. The piers will be constructed along the east sides of the canals, and will be aligned to approximate the NWL. (4) The construction of 615' of 8' wide pier within Far Creek. This pier will connect to the existing pier just north of the existing business, and will extend to the east. This pier will also be aligned to approximate the NWL except in one location where a + 60' long by + 30' wide cove extends to the south. This cove which averages + 1' in depth at normal water is non-navigable and-is completely surrounded by the applicant's property. At this location the proposed pier will cross at the entrance to the cove. (5) When completed, the piers will be used to moor commercial fishing vessels from 40' in length to 75' in length. No expansion of services is proposed. Friel and marine supplies are presently available. (6) The construction of sanitary wastewater facilities to serve the office staff and to serve patrons (2 toilets). Environmental impact The project as proposed should have a minimal environmental impact. Some short term turbidity will exist during excavation and pier construction. No vegetated wetlands will be excavated or filled. All excavated materials are to be placed on highground. As previously stated + 5,520 sq.ft. of area within the existing canals will be excavated and + 420 sq.ft. of area within one of the existing canals will be filled. No development is proposed on the large tract of land east of the existing business, where considerable acreage of coastal wetlands exists. The project also should not interfere with traditional navigation. As previously discussed all piers will be aligned to approximate the normal water level. David L.
