and a 120-foot break- water as partial replacement of a dilapidated
breakwater.

SITE EVALUATION
The applicant proposes to construct a 50 foot jetty and
120-foot breakwater on Colington Creek, of the Albemarle Sound in
Kill Devil Hills. The site has remnants of an old rectangular
breakwater that surrounded a 70 foot by 120 foot area that is now
open water. The shoreline is a wooded wetland characterized by a
canopy of Salix nigra and Myrica cerifera. Scattered specimens
of Juncus romerianus and Scripus occur beneath the low, dense
canopy. The area currently serves as a chicken lot. Chicken
manure runoff has created a layer of anaerobic sediment
immediately offshore. The jetty will begin at the end of a
bulkhead (proposed in a separate Fast track application) where
the upland drops off into wooded wetland. The jetty will replace
a failing structure. Twenty-three feet of the jetty will
separate the wetland from an existing boat basin. The remaining
27 feet of the jetty will be in open water. The breakwater will
be constructed an average of 15 feet offshore. It will begin at
the base of the jetty, cross about 20 feet of wooded wetland, and
then extend across about 100 feet of open water. It will extend
3 feet above the normal water level, and have a 3 inch opening
every 24 inches.
ANTICIPATED IMPACT
The impact of the proposed development on navigation is
limited due to the existence of an old breakwater at this site.
The purpose of the breakwater is to both limit shoreline erosion
and create a sheltered area for ducks. Creating an area of
limited water circulation inhabited by ducks will exacerbate the
present anaerobic conditions.
CAMA REVIEW
The Kill Devil Hills LUP classifies this site as Community.
The proposed development is consistent with the LUP and CAMA.

A copy of the deed (with state application only) or other
instrument under which the applicant claims title to the
affected property. If the applicant is not claiming to be
the owner of said property, then forward a copy of the
deed or other instrument under which the owner claims
title, plus written permission from the owner to carry out
the project.

Please note that original drawings are preferred and

U.S. Army Corps of Engineers regarding that agency's
use of larger drawings.) A kite or location map is a part
of plat requirements and it must be sufficiently detailed
to guide agency personnel unfamiliar with the area to the

the like.
