facilities by constructing a pier 40' long x 4' wide with 6
individual boat slips on the Morehead waterfront at Capt'n_Ottis'
Seafood.

9. NARRATIVE DESCRIPTION: Capt'n Ottis' Seafood is a landmark
on the Morehead City waterfront, located at 711 Shepard
Street, between South 7th & 8th Streets. The project site
is on Harbor Channel, a federally maintained waterway
connecting Bogue Sound and the Intracoastal Waterway with
the Morehead City waterfront. The federal channel is
approximately 470' wide with an established pier-head line.
Sugarloaf Island is situated on the south side of the
channel across from Capt'n Ottis' Seafood.
Capt'n Ottis' Seafood is a commercial business that buys and
sells fish for the wholesale markets while providing
over-the-counter retail trade. The enclosed fish market has
a footprint value of approximately 6,978 sq. ft. with an
associated dock measuring about 100' long, running somewhat
parallel to the channel. The entire establishment is
supported on pilings over the 'SC' surface waters of the
harbor. Although many of the commercial fishermen unload
their catches at Ottis', only 6 of the offshore commercial
fishing boats tie up on a permanent basis. Generally, the
boats are moored 3 abreast for unloading their product. The
boats range in length from 40' to 651. At present, the
docking platform is in disrepair, and the applicant proposes
to redesign the mooring space for the 6 boats. The
applicant proposes to construct a new pier extending 40'
long x 4' wide. The pier will terminate near the edge of
the established pier-head line shown on the accompanying
workplat drawings. A series of 6 mooring piles will be
installed 40' in front of the existing dock to create 6 boat
slips, 5 of which will be 15' wide and 1 at 20' wide. The
waters depths in this basin area approximate -10' MLW. The
federal project depth is -12' to -14' deep on MLW.
10. ANTICIPATED IMPACTS: The proposed project involves no
expansion of the 'highground activities', or additional
development of Capt'n Ottis' Seafood Market. Construction
of the proposed pier and 6 boat slips is intended to
accommodate those offshore commercial fishing boats that
currently tie up to the existing dock. The proposed project
should have no significant impact on the status of water
quality within Harbor Channel which is classified 'SC'. The
proposed 40' pier (along the east side of the property)
appears to be in line with the other existing commercial
piers along the waterfront, as well as, the established
pier-head line of the federal channel.

8 ADDITIONAL INFORMATION
In addition to the completed application form, the follow-
ing items must be submitted:
A copy of the deed (with state application only) or other
instrument under which the applicant claims title to the
affected property. If the applicant is not claiming to be
the owner of said property, then forward a copy of the
deed or other instrument under which the owner claims
title, plus written permission from the owner to carry out
the project.
An accurate work plat (including plan view and cross
sectional drawings) drawn to scale in black ink on an 8
1/2 x 11 white paper. (Refer to Coastal Resources
Commission Rule 7J.0203 for a detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or otherlarger plats are acceptable only if 16 high
quality copies are provided by applicant. (Contact the
U.S. Army Corps of Engineers regarding that agency's
use of larger drawings.) A site or location map is a part
of plat requirements and it must be sufficiently detailed
to guide agency personnel unfamiliar with the area to the
site. Include county road (SR) numbers, landmarks, and
the like.
A stormwater management plan, if applicable, that
may have been developed in consultation with the
Division of Environmental Management.
A list of the names and complete addresses of the ad-
jacent waterfront (riparian) landowners. These in-
dividuals have 30 days in which to submit comments on
the proposed project to the Division

9 CERTIFICATION AND PERMISSION
