I do have a question regarding the Rocky Branch relocation. will the fill slope on road-side of the relocation be planted
with woody vegetation? The buffer on that side is pretty narrow (25' at best). with the guardrail there, I would hope
that at least a portion of the slope can be planted with woody veg. Thanks.

I hope you are feeling better and recovering well. I have just reviewed the public notice for the Widening of NC 28 in
Macon County (TIP No. R-2408B), and have the following comments:
I am pleased to see that they have preserved both on-site mitigation sites by expanding Right-of-Way for one site, and by
purchasing (fee simple) the other.
For this particular project, I do not object to a mitigation ratio of 1:1 from Tulula Bog, since the impacts to be compensated
at the site are rather small (80 linear feet and 0.09 acres of wetlands).

Regarding Improvements to NC 28 in Macon County, R-2408, the USFWS remains
in informal consultation with the FHWA/NCDOT regarding this project. The field
meeting (August,8, 2005) was very productive and I believe that we identified several
ways to further reduce potential downstream impacts. In order to provide
FHWA/NCDOT with an opinion regarding the impacts of this project to listed species
in Macon County„ we need to review more complete designs for both stream
crossings and the design for the relocation of Rocky Branch. We believe that the
project is proceeding well and the opinion for listed species can remain "unresolved"
at this point until the project is further along in design.
