PROJECT SUMMARY: The applicant proposes to construct a bulkhead approximate) 600 feet in length along its shoreline to use as a barge unloading/loading facility for the existing asphalt plant located in Washington County in the Town of Plymouth on 215 Plywood Drive on the Roanoke River. X CAMA X EXISTING None Environmental setting The applicant's property is located in Washington County within the Town of Plymouth on 215 Plywood Drive adjacent the south side of the Roanoke River. The site currently houses an asphalt plant and the remains of an old Georgia Pacific plant. The site is approximately 20' above NWL, with a small "404" wetland fringe along the river's edge. Project proposal The applicant proposes to construct a sheet piling bulkhead along approximately 600 feet of the shoreline. The proposed bulkhead will result in the filling of approximately 600' by 10' (6000 sq.ft.) of "404" wetland fringe comprised of willow trees and gums. The bulkhead is needed to be straight as it will be used for loading and unloading of barges, which need to be aligned parallel to the shore to prevent spillage into the adjacent waters. The bulkhead will be an average of 5' beyond NWL, with a maximum of 10'. The applicant also proposes to perform excavation along the proposed bulkhead approximately 600' by 25' to a water depth of minus 101. This area has approximately 5' water depth and will be excavated to the adjoining water depth. This will result in approximately 2000 cubic yards of excavated materials which will be placed on the adjacent highground and retained by silt fence. The spoil will then be graded and seeded onsite. Environmental impact The project as proposed will result in the filling of approximately 6000 sq.ft. of "404" wetlands as determined by Bissell and Associates. The maintenance excavation will result in the removal of approximately 15,000 sq.ft. of river bottom. Box 1507 Washington, North Carolina 27889 Dear LuAnn, u 3-1L - 9 Pursuant to your letter dated 3 March 1989, I am forwarding the revised CAMA Major Application and Plans for the Plymouth Barge Landing Facility for your review and approval. The revised plan reflects the realignment of the bulkhead along the shoreline waterward of the 11404" line as discussed. As the CAMA Permit Application indicates, outer Banks Contractors, Inc.(OBC), is requesting permission to construct a barge landing facility which includes bulkheading approximately 600 ft. of shoreline of their property in Plymouth, Washington County adjacent to the south side of the Roanoke River. The property was formerly the Georgia Pacific Mill Site and currently houses an asphalt plant which is owned and operated by OBC. The purposes for constructing the bulkhead along this shoreline are 1) to stabilize the eroding shoreline, 2) to substantially reduce the navigation hazards which currently exist and 3) to provide a protected area for barges to safely moor while unloading. The current annual erosion rate (AER) of 2 ft. per year will be halted by erecting the proposed bulkhead. The area between the shoreline and the 11404" jurisdictional line, as delineated by the our environmental specialists, is cluttered with debris consisting of old pilings, bulkhead and railroad ties from an abandoned railway which has deteriorated due to shoreline erosion. This debris which has collected along the shoreline creates a hazard to navigation. Placing the bulkhead where proposed will provide a safe area in which to dock barges. 4112 N. Croatan Hwy. P.O. The revised plan eliminates points and turns along the bulkhead, providing a parallel alignment for mooring. This will reduce the chances of material spilling into the river while unloading.
