PROJECT SUMMARY: Applicant proposes to construct a walkway, deck, covered picnic area, 6 boat slips, and repair an existing boat ramp at Days Suites, Atlantic Beach, Carteret County. 9. NARRATIVE DESCRIPTION: The applicant presently owns an approximately 3.5 acre tract of land which is adjacent to N.C. Hwy. 58 and a man-made canal, off Bogue Sound, in Atlantic Beach, Carteret County. Directions to the project would be, go to Atlantic Beach, turn right on Highway 58, go approximately 0.4 miles, the project is on the right, known as Days Suites Motel. Days Suites Motel was constructed approximately one (1) year ago, with a majority of the units being placed on pilings and within a 1404' wooded wetland area. Upland development included motel buildings, paved parking areas, and a swimming pool. Separating the motel units and the waters of the existing canal is an approximately 250' border of wetlands consisting primarily of Juncus romerianus marsh. Historically, a small boat ramp has been located on this property at the end of a street and at the end of the existing canal. The boat ramp is functional and is being used at the present time. An 18" culvert pipe was placed by the North Carolina Department of Transportation for road drainage of N.C. Hwy. 58 through this property. The pipe runs from Hwy. 58 through the marsh until it discharges into the existing canal. This pipe lies on the surface of the existing marsh. Surface waters in this area are classified as 'SA' by the Division of Environmental Management and are closed to the harvesting of shellfish. The applicant is proposing to construct a six (6) slip docking facility with associated deck area to enhance the motel facility. The applicant is proposing to construct a 253' long x 6' wide walkway which will begin at the motel and will terminate at the canal bank. This walkway will provide access to the main deck and boat docks. This walkway will be elevated over the existing culvert and marsh. FIELD INVESTIGATION REPORT - COASTAL LODGING CORPORATION/DAYS SUITES, CARTERET COUNTY PAGE #3 At the water's edge, the applicant proposes a deck area measuring 30' long x 50' wide, plus a second part of the deck measuring 15' long x 25' wide. A covered picnic area measuring 25' long x 20' wide is proposed on this deck area. The deck area will be parallel to the canal and will begin 5' off the west edge of the canal bank, extending out into the canal 50' more, for a total of 551. A pier 152' long x 8' wide will extend from the deck and run parallel to the canal approximately 5' off the canal bank. From the pier, three (3) finger piers 25' long x 5' wide will be built to serve six (6) boat slips. Existing water depths are approximately'-61 MLW. The deck area, covered picnic area, pier, finger piers, and the boat slips all would be constructed in public trust waters. The decks and docks would not extend into the canal more than a total disturbance of 551. The canal width at this point is a minimum of 160' wide, thus meeting the 1/3 width rule. The applicant is also wanting to repair the existing boat ramp by resurfacing approximately 400 sq. ft. of area with concrete. 10. ANTICIPATED IMPACTS: The walkways from the motel to the water would be elevated and should have minimum impacts on the marsh it passes over. The deck area is fairly significant in that it covers 1875 sq. ft. of public trust waters.
