CERTIFICATION
THIS CERTIFICATION is issued in conformity with the
requirements of Section 401 Public Laws 92-500 and 95-217 of the
United States and subject to the North Carolina Division of
Environmental Management Regulations in 15 NCAC 2H, Section .0500
to Carolina Power and Light Company pursuant to an application
filed on the 10th day of July, 1989 to replace the flashboard
system at Blewett Falls Dam.
The Application provides adequate assurance that the
discharge of fill material into the waters of Blewett Falls Lake
in conjunction with the proposed flashboard replacement
in Richmond and Anson Counties will not result in a violation of
applicable Water Quality Standards and discharge guidelines.
Therefore, the State of North Carolina certifies that this
activity will not violate Sections 301, 302, 303, 306, 307 of PL
92-500 and PL 95-217 if conducted in accordance with the
application and conditions hereinafter set forth.
Condition(s) of Certification:
1. That the activity be conducted in such a manner as
to prevent significant increase in turbidity
outside the area of construction or construction
related discharge (increases such that the
turbidity in the Stream is 50 NTU's or less are not
considered significant).
Violations of any condition herein set forth shall result in
revocation of this Certification.
This Certification shall become null and void unless the
above condition is made a conditions of the Federal Permit.

The subject project involves the renovation of the Blewett Falls Lake dam
located on the Anson - Richmond County line. Carolina Power and Light intends
to remove and replace the existing concrete cap section of the dam over a 1319
ft. span. Flashboards and standards will also be replaced during this
construction. In order to complete construction as quickly as possible, CP&L
has requested permission to push the deteriorated concrete over the side of
the dam as it is being removed. An estimated total of 1,200 to 1,300 cubic
yards of concrete will be disposed of on either side of the dam.
No excavation should be required. Erosion and sedimentation should pose
no problems in a project such as this.
It is the recommendation of this office that the appropriate
certification be issued. The following condition should be included:
Appropriate measures shall be taken to prevent significant increase in
turbidity of the Pee Dee River below Blewett Falls Dam during the course
of this construction.

PUBLIC NOTICE
CAROLINA POWER AND LIGHT COMPANY, SHEARON HARRIS ENERGY AND ENVIRONMENTAL
CENTER, Route 1, Box 327, New Hill, North Carolina 27562, has applied for a
Department of the Army permit TO PLACE CONCRETE DEBRIS MATERIAL RESULTING FROM
RENOVATION AND RESTORATION OF A FLASHBOARD SYSTEM ON THE SPILLWAY DAM ON
BLEWETT FALLS LAKE, NEAR LILESVILLE, Anson-Richmond Counties, North Carolina.
The following description of the work is taken from data provided by the
applicant and from observations made during an onsite visit by a
representative of the Corps of Engineers. Plans submitted with the
application show an estimated 1,200 to 1,300 cubic yards of deteriorated
flashboard support system concrete to be removed from the crest of the dam.
The chucks of concrete are to be disposed of by pushing them over the side of
the spillway dam through a distance of approximately 1,320 feet. The purpose
of the work is to effect essential repair to the dam. Plans showing the work
are included with this public notice.
The State of North Carolina will review this public notice-to determine
the need for the applicant to obtain any required State authorization. No
Department of the Army permit will be issued until the coordinated State
viewpoint on the proposal has been received and reviewed by this agency, nor
will a Department of the Army permit be issued until the North Carolina
Division of Environmental Management has determined the applicability of a
Water Quality Certificate as required by PL 92-500.
This application is being considered pursuant to Section 404(b) of the
Clean Water Act (33 U.S.C. 1344). Any person may request, in writing within
the comment period specified in the notice, that a public hearing be held to
consider this application. Requests for public hearing shall state, with
particularity, the reasons for holding a public hearing.
The District Engineer has consulted the latest published version of the
National Register of Historic Places for the presence or absence of registered
properties, or properties listed as being eligible for inclusion therein, and
this worksite is not registered property or property listed as being eligible
for inclusion in the Register. Consultation of the National Register

constitutes the extent of cultural resource investigations by the District
Engineer, and he is otherwise unaware of the presence of such resources.
Presently, unknown archeological, scientific, prehistorical, or historical
data may be lost or destroyed by work under the requested permit.
The District Engineer, based on available information, is not aware that
the proposed activity will affect species, or their critical habitat,
designated as endangered or threatened pursuant to the Endangered'Species Act
of 1973.
The decision whether to issue a permit will be based on an evaluation of
the probable impacts, including cumulative impacts, of the proposed activity
and its intended use on the public interest. Evaluation of the probable
impacts which the proposed activity may have on the public interest requires a
careful weighing of all those factors which become relevant in each particular
case. The benefits which reasonably may be expected to accrue from the
proposal must be balanced against its reasonably foreseeable detriments. The
decision whether to authorize a proposal, and if so the conditions under which
it will be allowed to occur, are therefore determined by the outcome of the
general balancing process. That decision should reflect the national concern
for both protection and utilization of important resources. All factors which
may be relevant to the proposal must be considered including the cumulative
effects thereof. Among those are conservation, economics, aesthetics, general
environmental concerns, wetlands, cultural values, fish and wildlife values,
flood hazards and flood plain values (in accordance with Executive Order
11988), land use, navigation, shore erosion and accretion, recreation, water
supply and conservation, water quality, energy needs, safety, food and fiber
production, mineral needs, considerations of property ownership, and, in
general, the needs and welfare of the people. For activities involving the
placement of dredged or fill materials in waters of the United States, a
permit will be denied if the discharge that would be authorized by such permit
would not comply with the Environmental Protection Agencies' 404('b)(1)
guidelines. Subject to the preceding sentence and any other applicable
guidelines or criteria, a permit will be granted unless the District Engineer
determines that it would be contrary to the public interest.
Generally, the decision whether to issue this Department of the Army
permit will not be made until the North Carolina Division of Environmental
Management (DEM) issues, denies, or waives State certification required by
Section 401 of the Clean Water Act. The DEM considers whether or not the
proposed activity will comply with Sections 301, 302, 306, and 307 of the
Clean Water Act. The application and this public notice for the Department of
the Army permit serve as application to the DEM for certification.
Additional information regarding the Clean Water Act certification may be
reviewed at the offices of the Environmental Operations Section, North

Carolina Division of Environmental Management, Salisbury Street, Archdale
Building, Raleigh, North Carolina. Copies of such materials will be furnished
to any person requesting copies upon payment of reproduction costs.
The North Carolina Division of Environmental Management plans to take
final action in the issuance of the Clean Water Act certification on or after
July 28, 1989.
All persons desiring to make comments regarding the application for Clean
Water Act certification should do so in writing delivered to the North
Carolina Division of Environmental Management, Post Office Box 27687, Raleigh,

Enclosed is the application of Carolina Light and Power Company for
Department of the Army authorization and a State Water Quality Certification
to place concrete debris material resulting from renovation and restoration of
a flashboard system on the spillway dam on Blewett Falls Lake, near
Lilesville, Anson-Richmond Counties, North Carolina. Your receipt of this
letter verifies your acceptance of a valid request for certification in
accordance with Section 325.2(b)(ii) of our administrative regulations.
We are considering authorizing the proposed activity pursuant to Section
404 of the Clean Water Act, and we have determined that a water quality
certification may be required under the provisions of Section 401 of the same
law. A Department of the Army permit will not be granted until the
certification has been obtained or waived.
In accordance with our administrative regulations, 60 days after receipt
of a request for certification is a reasonable time for State action.
Therefore, if you have not acted on the request by September 5, 1989, the
District Engineer will deem that waiver has occurred.

Dear Mr. Heine:
Carolina Power & Light Company (CP&L) iz proposing t und< tak a Prr'OV
at its Blewett Hydroelectric Plant located at the Blewett Falls Lake on the
Yadkin/Pee Dee River system on the Anson-Richmond County line. That project
will entail removing deteriorated concrete from the crest of the spillway dam
and restoring, the existing flashboard system also on the crest of the spillway
dam.
In carrying out this project, it is expected that an estimated 1200 -
1300 cubic yards of deteriorated existing .flashboard support syohAm concrete
will have to be removed from the crest of the dam. CP&L proposes to dispon(-
of the chunks of concrete by pushing the waste concrete over the side of the
spillway dam. It is our understanding that disposing of the concrete in that
manner will require 401 Water Quality Certifi.c:at:ion to be issued by the State
of North Carolina Department of Natural Resources and Community Develorment
(DNRCD) and a 404 Permit from the U.S. Army Corps of Engineers for discharge
of fill material into waters of the United States.
Accordingly, please find enclosed a completed application Focv as CPAV;-)
request for a 404 Permit from the U.S. Corps of Engineer3 to dispose of the
concrete chunks in the manner described above. Also, enclosed please find
plan and cross-sectional views of the project and a location map showing
directions to the Blewett Hydroelectric Plant. By copy of thts letter to
N. C. DNRCD, CP&L respectfully requests issuance of 401 Water Quality
Certification. Enclosed along with the above-mentioned items to DNRCD are a
copy of CP&L's deed to the Blewett Hydroelectric Plant dam and a check for
$100 payable to the Department to cover cost for processing the application.
A copy of the project plan and scope has been included in both submittals
and the appropriate portions of that scope highlighted for your review.
Hopefully, this information will sufficently clarify the details of this
project. Please note in the second paragraph of the project scope that the
water level in the Blewett Falls Lake will be lowered five feet below the
crest to facilitate access for the proposed repair work. It is anticipated
that should the necessary permits be issued to complete this job as proposed
by CP&L, drawdown of the lake will be reduced by a period of 1 - 2 weeks.
This reduction in drawdown time will minimize the potential impact on
recreational use of the lake and plant operations. The alternative to
disposing of the concrete chunks over the side of the spillway dam will be to
load the concrete onto trucks and haul it from the site for disposal
elsewhere. This will take longer than the proposed means of disposal.

PROJECT PLAN, BUDGET, AND INTERFACE DESCRIPTION
I. Project Goa].
Provide engineering and construction support to repair deteriorated
concrete and restore the existing flashboard system for the crest
of the spillway dam at the Blewett Hydroelectric Plant.
II. Project Objectives
A. By July 1, 1989, to issue design approved for construction.
B. By October 31, 1989, to complete construction of repair work.
C. By December 31, 1989, to provide as-built drawings to FOD.
III. Project Scope,
The Blewett spillway dam, 1468 feet (total) in length, has
experienced concrete deterioration along the crest, which is at
Elevation 135.0 (Blewett datum). The length of the repair section
is approximately 1319 feet; which includes two 50' sections, one
on each end of the spillway, which are at Elevation 137.01.
To facilitate access for the repair work, the water level will be
lowered to approximately Elevation 130.0 (five feet below crest);
and flashboards/flashboard supports will be removed. After
completion of construction, all flashboard standards will be'
replaced and the flashboards will be reinstalled.- Furnishing and
fabrication of all flashboards will be by the plant.
The existing concrete cap on the spillway crest will be removed at
the existing construction joint line (approximately 11-6" to 21-6"
below the crest) , and the exposed concrete surface will be scarified
and cianed. Hooked reinforcement steel dowels will be used to
anchor new concrete to the existing dam. Additional reinforcing
steel will be placed for temperature reinforcement. Also, a keyway
will be cut into the surface to provide additional resistance to
shear and reduce leakage. A continuous steel channel will be placed
to provide a seal surface for the flashboards at the crest. An,
embedded anchor plate will be installed to provide for a permanent
seat for the flashboard standards.
Existing.steel standards will be utilized to the extent possible,
and new standards furnished as required.' All new steel materials
including new flashboard standards will be hot-dipped galvanized.
Design of the flashboards will be reviewed to consider the
possibility of increasing the head before failure within project
limits of seven feet maximum (over crest).
