TROGDON, III SECRETARY November 27, 2018 FROM: SUBJECT: Chad Coggins, Environmental Officer NCDOT Division Four Project Information for U-5996, R-5720, and U-5026 in Nash County, North Carolina NCDOT has begun the project development, environmental, and engineering studies for the U-5996 and R-5720 projects in Nash County, North Carolina. U-5996 proposes to widen SR 1603 (North Old Carriage Road) from SR 1770 (Eastern Avenue) to SR 1601 (Green Hills Road/Reges Store Road). R-5720 proposes to widen SR 1770 (Eastern Avenue) from SR 1003 (Red Oak Road) to SR 1603 (North Old Carriage Road). The proj ects are included in NCDOT's 2018-2027 State Transportation Improvement Program (STIP) and are scheduled to begin right of way and construction in fiscal year 2020. NCDOT is preparing one State Environmental Assessment/Finding of No Significant Impact for both projects. NCDOT has made the preliminary determination that these projects will not proceed through the Merger Process. As identified in the 2018-2027 STIP, NCDOT is planning to combine an adjacent project, U-5026, with U-5996 and R-5720 for letting. U-5026 involves converting the existing SR 1770 (Sunset Avenue) grade separation with I-95 to an interchange; widening SR 1770 between SR 1603 (North Old Carriage Road) and SR 1544 (Halifax Road); and extending the existing collector-distributor along I-95 at US 64 to the south of the proposed Sunset Avenue Interchange in Rocky Mount, Nash County. NCDOT completed the supporting environmental documentation (Type III Categorical Exclusion [CE]) in October 2017. A consultation is being prepared to determine if the CE remains valid or if additional analysis is required. This project will enter the Merger Process at Concurrence Point 4A, Avoidance and Minimization. In lieu of holding an in-person scoping meeting, NCDOT is providing the attached project information and maps. We welcome your input on the proposed projects (U-5996, R-5720, & U-5026), and we would appreciate any information that may be helpful in evaluating their potential environmental effects. If applicable, please identify any permits or approvals that may be required by your organization.
