If the applicant is not claiming to be the owner of said property, then forward a copy of the deed or other instrument under which the owner claims title, plus written permission from the owner to carry out the project. An accurate Nvork plat (including plan view and cross sectional drawings) drawn to scale in black ink on an 8 1/2 x 11 white paper. (Refer to Coastal Resources Commission Rule 7J.0203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue-line prints or other larger plats are acceptable only if 16 high quality copies are provided by applicant. (Contact the U.S. Army Corps of Engineers regarding that agency's use of larger drawings.) A site or location map is a part of plat requirements and it must be sufficiently detailed to guide agency personnel unfamiliar with the area to the site. Project Summary The applicant proposes to construct an elevated boardwalk parallel to the Atlantic Ocean, 940 feet long and 8 feet wide, including three public access crosswalks totaling 178 feet in length and 5.5 feet wide. The structure would be for public use and access, and is a modified implementation of a portion of the Town's Boardwalk Area Redevelopment Plan (8-31-87). PROJECT DESCRIPTION The project is located ocean front along the public amusement boardwalk area of Carolina Beach, beginning at approximately the east end of Harper Avenue and continuing south 940 feet. The site is approximately 3 blocks east of US Hwy 421, in downtown Carolina Beach, New Hanover County, North Carolina. The dune area site of the proposed project was created in 1965 as part of a US Army Corps of Engineers beach renourishment project. The area was rebuilt in 1971 and again in 1982. The Corps retains an easement for future renourishment projects if necessary. After the 1982 renourishment, the area was planted in American beachgrams and sea oats, which are well established and still the dominant vegetation species. The dune area profile is approximately 140-160 feet wide from the concrete sidewalk of the amusement area to unvegetated beach. This man-made dune reaches its 14-15 feet MSL elevation within 40-50 feet of the amusement area sidewalk, then gently slopes the remainder of the distance toward the water. The vegetation planting and management appear successful as juvenile dunes and hammocks are being establishing across the area. There are three existing wooden crosswalks and three sand paths currently serving as public access to the beach. The project is within the Ocean Hazard Area of Environmental Concern, but not in a Flood Hazard Area or Inlet Hazard Area. The estimated annual erosion rate is two (2) feet per year. The Town proposes to build an elevated wooden overlook, with associated benches and handrails, parallel to the Atlantic Ocean (940 feet long and 8 feet wide) to provide public view of the ocean and control beach access paths, thereby preventing destruction of dune vegetation by beachgoers and tourists. The eight (8) feet width is proposed to facilitate handicapped use in this two-way pedestrian traffic situation. The overlook structure would include five elevated access walk ramps from the amusement area and three elevated crosswalks for beach access, totaling 178 feet in length by 5.5 feet wide. The entire structure would be constructed in eight (8) feet sections and bolted together (see detail A) to meet US Army Corps of Engineer's construction specifications for structures in renourishment easements, to facilitate removal, if necessary, during future renourishment projects. The project is proposed to be located approximately 40 feet from and parallel to the amusement area sidewalk. It would be elevated 2 feet above the existing elevation and follow the existing contours. 10. ANTICIPATED IMPACTS Initial installation would result some trampling and minor short term lost of dune vegetation. Further, this damage would be recurrent during any removal and reinstallation process necessitated by future Corps renourishment projects. On the other hand, the structure would control public access to the beach and prevent the development of multiple paths across dune vegetation by beachgoers and tourists.
