That the instream turbidity not be increased by more than 50 NTU's as a result of the proposed activity after a reasonable opportunity for dilu- tion and mixture. That turbidity levels in shall not be increased by more than 10 NTU's as a result of the proposed activity after a reason- able opportunity for dilution and mixture. B. PROJECT SUMMARY: Applicant proposes to construct 3 finger piers and add 3 mooring pilings 34' out from existing dock. FIELD INVESTIGATION REPORT - WILLIAM S. BUSBY, PAMLICO COUNTY PAGE #2 9. NARRATIVE DESCRIPTION: Applicant's property is Lot #32, located in Buccaneer Bay Subdivision, on Smith Creek, Oriental, Pamlico County. The applicant has an existing 98' pier with a 'T' head and three (3) mooring pilings located 12' off the end of the pier. The applicant wishes to construct three (3) 3' x 12' finger piers out to the existing mooring pilings and add three (3) new mooring pilings 22' out from the existing pilings. This will change the total effective pier length from 110' to 1321, an extension of 22'. The water depth in the area of the proposed new pilings is 61. 10. ANTICIPATED IMPACTS: The pier addition will effectively cover 1088 sq. ft. of public trust waters. The waters of Smith Creek are classified as 'SC' by the Division of Environmental Management, closed to shellfishing by the Division of Health Service and Division of Marine Fisheries, and designated as a Primary Nursery Area by the Division of Marine Fisheries.
